Enhancing cooperation in radiation and nuclear safety management.

On January 20, 2026, in Hanoi, the Vietnam Radiation and Nuclear Safety Agency and the Nuclear Energy Agency (NEA) of the Organization for Economic Cooperation and Development (OECD) held an online meeting to discuss possibilities for cooperation between the two sides in the context of Vietnam restarting its nuclear power program.

Speaking at the meeting, Mr. Nguyen Hoang Linh, Director of the Department of Radiation and Nuclear Safety, stated that in the context of Vietnam restarting its nuclear power program, perfecting the legal framework and enhancing professional capacity in areas such as technology assessment, safety analysis, and strengthening the effectiveness of management and supervision by regulatory agencies are essential. Based on this, the Department of Radiation and Nuclear Safety recognizes great potential in strengthening cooperation with the NEA and wishes to learn from the experience of NEA member states in building and maintaining nuclear safety management systems.

Proposed areas of potential cooperation include participation in working groups, conducting joint safety assessments, organizing technical workshops, and providing training programs on safety management throughout the plant's lifecycle.

Director of the Department of Radiation and Nuclear Safety Nguyen Hoang Linh emphasized that this cooperation not only contributes to improving the management capacity of the Department but also actively contributes to strengthening nuclear safety standards in the region and globally.

At the meeting, NEA representatives introduced the NEA's organizational structure, key initiatives, and potential collaborations with non-NEA partner countries; the operational mechanisms of the NEA's technical committees, including: the Nuclear Safety Management Operations Committee (CNRA), the Nuclear Facilities Safety Committee (CSNI), the Radioactive Waste Management Committee (RWMC), etc.

The meeting also shared information on the activities of the NEA/OECD related to the technical assessment of nuclear power plants and safety evaluations at various stages throughout the entire lifecycle of a nuclear power plant.

At the meeting, representatives from the Department of Radiation and Nuclear Safety introduced Vietnam's nuclear power program, the national nuclear regulatory authority, and proposed specific areas for future cooperation.

Over the past period, the Vietnam Radiation and Nuclear Safety Agency has actively cooperated with partners such as the Russian Federation, South Korea, and Japan to enhance technical capacity. The Vietnam Radiation and Nuclear Safety Agency wishes to participate more deeply in the technical mechanisms of the NEA, including the CNRA and CSNI.

The meeting opened up practical avenues for cooperation, contributing to enhancing Vietnam's nuclear safety management capacity in accordance with international practices.
