During the meeting, both sides agreed that artificial intelligence (AI) and emerging technologies are becoming a global trend, developing rapidly and being applied increasingly widely. In this context, enhancing adaptability, improving mechanisms and policies, and strengthening international cooperation are considered key factors for countries to effectively capitalize on the opportunities presented by this new wave of technology.

According to MRI representatives, as a reputable research and policy consulting organization in Japan, MRI has extensive experience in developing science and technology strategies, implementing models to promote innovation, and advising on the operational mechanisms of investment funds.
MRI has now established a legal entity in Vietnam and is expanding its cooperation with universities, businesses, and organizations in the field of science and technology.
MRI hopes to continue its partnership with Vietnam by sharing expertise, connecting expert networks, and supporting research and initiatives to promote the high-tech ecosystem and advance practical applications.

Representatives from the Mitsubishi Research Institute highly appreciated the development potential of the Vietnamese market, while emphasizing that strengthening information exchange and understanding Vietnam's policy directions and development strategies are crucial foundations for implementing effective cooperation programs and ensuring harmonious benefits for all parties.
On the Vietnamese side, Deputy Minister Hoang Minh affirmed that the Ministry of Science and Technology identifies science and technology, innovation, and digital transformation as important drivers for socio-economic growth in the coming period. The Ministry is actively perfecting mechanisms and policies to promote the national innovation ecosystem and strengthen linkages between management agencies, research institutes, businesses, and domestic and foreign investors.

The Deputy Minister emphasized that international cooperation is crucial in mobilizing resources, acquiring management experience, and enhancing research capacity and technology application. The Ministry of Science and Technology highly appreciates the support of Japanese research organizations and businesses in the development of science, technology, and innovation in Vietnam.
One topic discussed was the development and improvement of financial tools to support the innovative startup ecosystem, including venture capital fund models with the participation of both the public and private sectors. These funds aim not only for financial efficiency but also to contribute to expanding the ecosystem and supporting startups in priority areas such as digital technology, high-tech agriculture , biomedical science, and strategic technologies.
Given that the majority of startup funding in Vietnam currently comes from foreign investors, developing domestic investment funds is considered essential to enhance the proactive nature and sustainability of the ecosystem.
International experience shows that for a fund to operate effectively, it needs a transparent governance mechanism that ensures independence in investment decisions, while also creating conditions to attract a professional management team. This should be coupled with a reasonable risk allocation mechanism, performance-based compensation policies, and a favorable working environment.
Representatives from MRI expressed their willingness to share experiences, connect experts, and support research into models suitable for Vietnam's practical conditions; while also promoting connections between the Vietnamese and Japanese venture capital communities, thereby expanding opportunities to attract high-quality capital and support startups in reaching international markets.
Both sides agreed to continue exchanging information and exploring the possibility of implementing specific cooperation activities in the future.
The meeting was considered an important first step, contributing to strengthening the connection between Vietnam's innovation ecosystem and international partners, aiming to enhance national technological capacity and promote sustainable growth in the new phase.
