The plan aims to monitor and evaluate the leadership and direction of compliance with regulations on management and the organization and implementation of the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas for the period 2021 - 2030; Phase I: from 2021 to 2025 in the province. Inspect and promptly detect difficulties and obstacles in the implementation process, promote positive aspects, detect weaknesses and limitations in the implementation of the Program at all levels, thereby proposing solutions and recommendations in the implementation organization.
Accordingly, the participants are program owners, project owners, sub-project owners, component content owners, investors of projects and activities under the Program; agencies, units, organizations and individuals participating in the implementation of the Program. The inspection and supervision period is from 2021 to 2025; every 6 months and annually; initial, mid-term and final assessments for the entire period; ad hoc at the request of competent authorities.
To implement the Plan, the project owner, sub-project owner, and component content owner shall develop a plan and issue a Decision to establish an Inspection Team or an interdisciplinary inspection team to notify the departments, branches, sectors, the District Program Steering Committee, and units, organizations, and individuals participating in the program implementation about the monitoring plan. In addition, the departments and sectors in charge of the project, sub-project, and program activities shall proactively establish their own inspection teams to inspect the district level on the contents under their management. At the end of the monitoring period, the monitoring agencies shall report on the implementation of the monitoring to the superior management agency and the Ministry and sector in charge according to regulations.
Monitoring contents include: Monitoring and checking the management of program implementation such as, building a system of management documents, organizing program implementation; a system of documents guiding the implementation of component projects according to decentralization, making a 5-year implementation plan and annual plan; implementing and adjusting the program implementation plan; communication work, strengthening program management capacity, implementing content and activities of component projects.
Monitor and inspect the implementation status of the program, progress, level, results of the implementation of objectives and tasks; volume of implementation of contents and activities of the program. Monitor and inspect the implementation status of the investment capital plan, State budget estimate; establish, appraise, approve and implement investment projects; mobilize and use capital to implement the program, component projects; the use of State budget capital in the implementation of investment projects, contents and activities of the program, component projects. In addition, monitor and inspect the implementation capacity, compliance with regulations on program management, investment management, measures to handle violations detected by competent authorities of the component project owners and program management agencies. Monitor and inspect the compliance with the program monitoring and evaluation regime of the component project owners and program management agencies. Report on program implementation results, results of handling difficulties and problems within authority and propose solutions to handle difficulties and problems beyond authority.
