Strengthening inter-sectoral coordination and forest rangers' coordination to consolidate proactive forest protection

The Forest Protection Sub-Department of Region II, together with forest rangers and inter-sectoral forces, strengthen coordination and take the initiative in managing, developing and protecting forests in the entire Northern and North Central regions.

On the national forestry map, the Northern and North Central forests are always the “front” facing storms, forest fires and invisible pressures from socio -economic development. Over the past 5 years, that picture has gradually become brighter thanks to a close coordination mechanism between the Forest Protection Department of Region II and the forest rangers of the provinces and cities in the region.

Those results have just been systematized and reviewed in the working session in Ninh Binh on November 24, 2025. The units not only "closed the book" for the 2021 - 2025 period but also jointly signed a new Coordination Regulation for the 2026 - 2030 period.

Telling numbers after 5 years of tightening coordination

The summary report for the period 2021 - 2025 shows that the Coordination Regulations between the Forest Protection Department of Region II and the forest rangers of the Northern and North Central provinces and cities are not just on paper. The number of forestry law violations decreased by 54%, the damaged forest area decreased by 27% compared to the period 2016 - 2020.

Along with that, forest development work has been strongly implemented with 350,222 hectares of concentrated planted forests built, 133 million scattered trees newly planted; more than 754,600 hectares of forest cared for, 386,903 hectares of forest protected for regeneration. These are numbers that demonstrate the great efforts of the whole system, from specialized forest rangers, local authorities to the communities living on the forest.

One of the highlights of this period is the implementation of Plan No. 628/KH-BCA-BNN&MT dated October 17, 2025 between the Ministry of Public Security and the Ministry of Agriculture and Environment. Through the inter-sectoral coordination mechanism, the forest rangers and functional forces have dismantled nearly 1 million traps, hundreds of lures and loudspeakers; and released thousands of birds and wild animals into the wild. Behind these numbers is a long-term campaign to stop the "massacre" of wild birds and wild animals, which are important links in biodiversity conservation.

Not only handling violations, the Coordination Regulations for the 2021 - 2025 period also help form an information sharing network, monitoring forest developments on a large scale. Border areas that are "blind spots" in management are patrolled, data exchanged, and coordinated in handling. Comments from the Ninh Binh Forestry and Forest Protection Department, Hanoi Forest Protection Department, Cuc Phuong National Park... have shown more clearly that effectiveness, from monitoring forest developments after administrative boundary merger, to the problem of coordinating forest management and protection between provinces bordering Hanoi, or organizing patrols and sweeps in forest areas bordering conservation areas.

At the meeting, Deputy Director of the Department of Forestry and Forest Protection Trieu Van Luc highly appreciated the proactive spirit, responsibility and specific actions of the units in maintaining regular information provision; promptly detecting and handling deforestation hotspots; enhancing early detection and organizing effective forces and means in forest fire prevention and fighting. According to Mr. Luc, these activities have contributed to stabilizing forest resources and improving the effectiveness of state management of forestry in the whole region.

Along with the recognition of the results, the leaders of the Forestry Department and Forest Rangers also pointed out the remaining limitations. In some places, coordination is not uniform; forest protection and management work is still loose; databases and information sharing are not always smooth. These are the "gaps" that are frankly acknowledged to prepare for a new phase with more challenges.

Strengthening the "green shield" in the new context

The results of 5 years of coordination are not only beautiful numbers to summarize, but more importantly, it creates the foundation for an increasingly perfect coordination mechanism in the period 2026 - 2030. The new context poses many pressures. In particular, climate change causes many extreme weather patterns, the risk of forest fires is always lurking; the need for socio-economic development, infrastructure expansion, and urbanization increases pressure on forest land; the "two-level government" model in localities requires adjustments in decentralization and coordination in performing tasks.

On that basis, the Forest Protection Department of Region II and local Forest Protection Departments have agreed on a number of key orientations for the period 2026 - 2030. First of all, it is necessary to continue to strengthen propaganda, dissemination and education on forestry laws, combined with training and professional training in forest protection management (QLBVR) and forest fire prevention and fighting (PCCCR). Improving the capacity of the forces directly performing the tasks, from local forest rangers to grassroots forest protection forces, is considered the "key" to maintaining long-term effectiveness.

Along with that, it is necessary to promote the application of information technology in monitoring forest changes, data management, and early warning of forest fire risks. FMRS database and other monitoring systems need to be shared and interconnected between units to avoid the situation of "each doing their own thing". The leaders of the Department of Forestry and Forest Protection have answered and provided further guidance to localities on the inter-sectoral coordination process, data sharing mechanism, and the requirement to develop an annual coordination plan associated with specific assessments and lessons learned.

Another task emphasized is to maintain constant, 24/7 PCCCR duty during the dry season, ready with means, equipment and forces to handle all situations from the first hour. In border areas, patrolling, checking and detecting violations of the Forestry Law will continue to be strengthened, avoiding the situation of "slipping through the net" due to differences in administrative boundaries.

Strategically, the Forest Protection Sub-Departments in the region are requested to continue advising local Party committees and authorities to effectively implement important documents of the Party and Government on forestry such as Directive 13-CT/TW, Conclusion No. 61-KL/TW, Resolution No. 29/NQ-CP, etc.

Within the framework of the working session in Ninh Binh, the draft Coordination Regulations for the period 2026 - 2030 between the Forest Protection Department of Region II and the Provincial Forest Protection Departments were presented, discussed and agreed upon. In the presence of Deputy Director Trieu Van Luc and delegates, the leaders of the Forest Protection Department of Region II and representatives of the Provincial and Municipal Forest Protection Departments signed the new Coordination Regulations. From this document, each unit will have to concretize it into annual plans, linked with clear goals and targets, accompanied by a reporting and evaluation regime.

The key point that the leaders of the Forestry Department and Forest Rangers emphasized is that coordination should not stop at signing or organizing peak periods, but should become a regular routine in sharing information, providing professional support, organizing patrols, inspections, sweeps, and forest fire prevention and fighting. At that time, each local Forest Ranger Sub-Department will be both a "blockade" in the area and a "link" in a large regional network.
