On the morning of March 27, the Ministry of Health coordinated with the Ministry of Agriculture and Rural Development to organize an interdisciplinary online conference to strengthen the prevention and control of diseases transmitted from animals to humans by 2024.

The conference was attended by representatives of central agencies, leaders of provincial and municipal People's Committees; leaders of units of the health sector, agriculture and rural development at the central and local levels.

Over the past two decades, many dangerous and emerging epidemics have occurred worldwide such as plague, SARS, avian influenza A (H5N1), pandemic influenza A (H1N1), MERS-CoV, Ebola and most recently the COVID-19 pandemic, causing serious impacts on human health as well as the socio -economics of countries; in which about 70% of infectious diseases are diseases transmitted from animals to humans.

According to the Ministry of Health, about 70% of emerging dangerous infectious diseases in humans originate from animals. With diseases transmitted from animals, it is difficult to control the source of infection, making it difficult to prevent, combat and control epidemics.

Among diseases transmitted from animals to humans, avian influenza and rabies are among the five priority infectious diseases according to Joint Circular No. 16/TTLT-BYT-BNNPTNT-2013. With influenza A (H5N1), after 8 years since 2014, no new cases were recorded. In August 2022 and March 2024, 2 new cases were recorded, including 1 death.

Regarding rabies, this is a dangerous infectious disease that causes epidemics with a high number of deaths in humans in the world as well as in Vietnam. From 2023 to now, the rabies situation in Vietnam has been complicated; from the beginning of 2024, the number of cases continued to increase dramatically with 27 deaths due to rabies, an increase of 16 cases compared to the same period last year.

With the source of disease transmitted from animals, it is difficult to control the source of infection, so the work of preventing, controlling and controlling diseases transmitted from animals to humans does not only rely on the individual efforts of the health sector or veterinary sector but requires proactive, close and regular inter-sectoral coordination; at the same time, it requires the active participation of local authorities at all levels, relevant ministries, departments and branches, and especially the active participation of people and the community.

As of March 26, Thanh Hoa province recorded 1 case of rabies and death in Cong Thuong village, Van Xuan commune, Thuong Xuan district.

In addition, there was an outbreak in animals in Hoi Xuan town, Quan Hoa district. Accordingly, since March 16, Quan Hoa district has recorded 9 cases of disease caused by suspected rabid dog bites.

In recent years, the health sector and the veterinary sector have had long-term and close coordination and achieved certain achievements. In 2013, the two sectors coordinated to develop and implement Joint Circular No. 16/TTLT-BYT-BNNPTNT-2013 and especially co-chaired the One Health Partnership Framework, coordinated to develop and implement the national strategic plan on One Health from 2016 to present, focusing on preventing and controlling diseases transmitted from animals to humans; developed and implemented the National Program for rabies prevention and control for the period 2022-2030.

The Ministry of Health and the Ministry of Agriculture and Rural Development assessed that in the coming time, the risk of disease outbreaks transmitted from animals to humans will continue to occur. At the conference, representatives of units from the central to local levels shared the epidemic situation, difficulties, challenges as well as lessons learned and solutions to strengthen the prevention and control of diseases transmitted from animals to humans in 2024.

The Ministry of Health and the Ministry of Agriculture and Rural Development recommend that the People's Committees of provinces and cities direct units and localities to fully implement epidemic prevention and control measures according to the direction of the Prime Minister, the Ministry of Health, and the Ministry of Agriculture and Rural Development. At the same time, direct local authorities to mobilize resources and the participation of departments, branches, unions, and socio-political organizations in the prevention and control of infectious diseases, paying attention to diseases transmitted from animals to humans; in which, attention should be paid to allocating funds and human resources for the implementation of epidemic prevention and control activities to protect people's health, protect livestock, ensure a safe supply of poultry food, contribute to ensuring social security and promoting the export of poultry and poultry products.
