Increasing links between cooperatives and enterprises

(DN) - On the afternoon of November 28, Deputy Prime Minister Nguyen Chi Dung and Deputy Prime Minister Mai Van Chinh co-chaired the 2025 Cooperative Economic Forum with the theme of Effective Linkage Between Cooperatives and Enterprises. The forum was held online at the People's Committees of provinces and cities nationwide.

According to statistics from the Ministry of Finance , the collective economy, with cooperatives as its core, has had impressive growth. By the end of 2025, the country had more than 35,000 cooperatives, an increase of 34.2% compared to 2020. The number of cooperative members reached nearly 6 million, reflecting the trend of people and small businesses returning to choose the cooperative model as a safe and effective cooperation mechanism. At the same time, the country has 164 cooperative unions and 65.9 thousand cooperative groups that continue to play an important role in community development.

The linkage between cooperatives and enterprises has been increasingly promoted, bringing about many positive results. Many value chain linkage models have been formed, especially in the agricultural sector. However, in recent times, there are still many short-term linkage contracts, lacking long-term commitments; cooperatives are still weak in financial capacity, technology, management and are not qualified to meet the requirements of large enterprises; many localities have implemented policies slowly and lack consistency...

At the forum, representatives of a number of localities, organizations, cooperatives and typical enterprises discussed and presented issues on the current status of linkage and cooperation; opportunities, challenges and solutions to promote linkage between cooperatives and enterprises.

Speaking at the forum, Deputy Prime Minister Nguyen Chi Dung stated: Collective economy and private economy have a close relationship, complement each other, and play an important role in the national economy. In Resolution No. 68-NQ/TW, the Politburo clearly affirmed the view that "the private economy, together with the state economy and collective economy, plays a core role in building an independent, autonomous, self-reliant, self-reliant economy, associated with deep, substantial, and effective international integration, bringing the country to prosperous development.

Cooperatives play a supporting role for the private economy, especially the household economy of cooperative members; are a driving factor in linking with enterprises to form value chains. For the collective economic model, cooperatives are strong, worthy of their role and position in the economy, cooperatives need to shift their thinking from agricultural production to agricultural economics for sustainable development. Cooperatives proactively overcome inherent barriers and obstacles to rise up, strongly change their thinking and awareness; implement solutions to strengthen and promote links between cooperatives and enterprises in an effective and sustainable manner...

Along with the efforts of the cooperatives themselves, corporations and enterprises play a very important role in creating a chain of cooperatives and enterprises. Many typical examples have gone beyond the traditional framework, becoming partners in forming clusters linked according to the value chain, not only in the agricultural sector but also in many other fields such as: industry, tourism, services.

Deputy Prime Minister Nguyen Chi Dung directed: The Ministry of Finance, together with relevant ministries, branches and units, should study mechanisms and policies, advise on amendments and promulgation of documents related to the collective economy. In particular, it is necessary to soon promulgate a general project of the Government to concretize and suit the actual development situation of the current collective economic and cooperative models.
