Regional minimum wage increase in many communes and wards of Ho Chi Minh City from January 1, 2026

The Government has just issued a decree to increase the regional minimum wage starting from January 1, 2026, according to which many communes and wards in Ho Chi Minh City will be adjusted to suit reality.

The Government has just issued Decree 293/2025 regulating the minimum wage for employees working under labor contracts, effective from January 1, 2026.

The Decree provides for both monthly minimum wages and hourly minimum wages.

Minimum wage is the lowest wage, the basis for employers to negotiate and pay wages to employees.

Accordingly, the regional minimum wage will increase by 7.2% compared to the current one, equivalent to an increase of 250,000 - 350,000 VND.

- Region 1: From current VND 4.96 million/month to VND 5.31 million/month (minimum hourly from VND 23,800/hour to VND 25,500/hour).

- Region 2: 4.41 million VND/month increases to 4.73 million VND/month (minimum hourly wage increases from 21,200 VND/hour to 22,700 VND/hour).

- Region 3: 3.86 million VND/month to 4.14 million VND/month (minimum hourly wage 18,600 VND/hour to 20,000 VND/hour).

- Region 4: 3.45 million VND/month increases to 3.7 million VND/month (minimum hourly rate increases from 16,600 VND/hour to 17,800 VND/hour).

Due to economic development, Ho Chi Minh City has 3 minimum wage zones from 1 to 3. In which, zone 1 includes wards of Saigon, Tan Dinh, Ben Thanh, Cau Ong Lanh, Ban Co, Xuan Hoa, Nhieu Loc, Xom Chieu, Khanh Hoi, Vinh Hoi, Cho Quan, An Dong, Cho Lon, Binh Tay, Binh Phu, Binh Tien, Phu Lam, Tan Thuan, Phu Thuan.

Zone 1 in the city named after Uncle Ho also includes places including Tan My, Tan Hung, Chanh Hung, Phu Dinh, Binh Dong, Dien Hong, Vuon Lai, Hoa Hung, Minh Phung, Binh Thoi, Hoa Binh , Phu Tho, Dong Hung Thuan, Trung My Tay, Tan Thoi Hiep, Thoi An, An Phu Dong, An Lac, Tan Tao, Binh Tan.

Ho Chi Minh City and localities in region 1 are Binh Tri Dong, Binh Hung Hoa, Gia Dinh, Binh Thanh, Binh Loi Trung, Thanh My Tay, Binh Quoi, Hanh Thong, An Nhon, Go Vap, An Hoi Dong, Thong Tay Hoi, An Hoi Tay, Duc Nhuan, Cau Kieu.

The areas with the highest minimum wage also include Phu Nhuan, Tan Son Hoa, Tan Son Nhat, Tan Hoa, Bay Hien, Tan Binh, Tan Son, Tan Thanh, Tan Son Nhi, Phu Tho Hoa, Tan Phu, Phu Thanh, Hiep Binh, Thu Duc, Tam Binh, Linh Xuan, Tang Nhon Phu, Long Binh, Long Phuoc, Long Truong, Cat Lai, Binh Trung, Phuoc Long, An Khanh, Dong Hoa.

Region 1 salary in Ho Chi Minh City also includes Di An, Tan Dong Hiep, An Phu, Binh Hoa, Lai Thieu, Thuan An, Thuan Giao, Thu Dau Mot, Phu Loi, Chanh Hiep, Binh Duong, Hoa Loi, Thoi Hoa, Phu An, Tay Nam, Long Nguyen, Ben Cat, Chanh Phu Hoa, Vinh Tan, Binh Co, Tan Uyen, Tan Hiep, Tan Khanh.

Similarly, the localities with the highest regional minimum wages are Vung Tau, Tam Thang, Rach Dua, Phuoc Thang, Tan Hai, Tan Phuoc, Phu My, Tan Thanh and the communes of Vinh Loc, Tan Vinh Loc, Binh Loi, Tan Nhut, Binh Chanh, Hung Long, Binh Hung.

In addition, the minimum wage in region 1 also applies to Cu Chi, Tan An Hoi, Thai My, An Nhon Tay, Nhuan Duc, Phu Hoa Dong, Binh My, Dong Thanh, Hoc Mon, Xuan Thoi Son, Ba Diem, Nha Be, Hiep Phuoc, and Thuong Tan.

At the same time, areas with a minimum wage of 5.31 million VND/month from January 1, 2026 also include Bac Tan Uyen, Phu Giao, Phuoc Hoa, Phuoc Thanh, An Long, Tru Van Tho, Bau Bang, Long Hoa, Thanh An, Dau Tieng, Minh Thanh, Long Son, Chau Pha.

Zone 2 in Ho Chi Minh City includes the communes and wards of Ba Ria, Long Huong, Tam Long and the communes of Binh Khanh, An Thoi Dong, Can Gio, Thanh An, Kim Long, Chau Duc, Ngai Giao, Nghia Thanh, Long Hai, Long Dien and Con Dao special zone.

Meanwhile, region III includes the remaining communes, wards and special zones.
