However, according to delegate Phan Duc Hieu ( Thai Binh National Assembly Delegation), if there is confusion in the beginning, there must be guidance for localities to implement. Delegate Pham Thuy Chinh (Ha Giang National Assembly Delegation), Deputy Head of the National Assembly's Finance and Budget Committee, also noted that in reducing VAT, it is necessary to classify in detail because there are businesses that are eligible and businesses that are not eligible, and there are even businesses that manage many items in the list that are or are not eligible for tax exemption policies. Therefore, it is recommended that the Government direct local tax agencies to have early information to support businesses so that they can access these support policies as soon as possible.
Prioritize supporting female workers for sustainable development
Speaking at the meeting, delegate Ha Thi Nga - (Dong Thap National Assembly Delegation), President of the Vietnam Women's Union expressed her agreement with the Government's report on the supplementary assessment of the implementation of socio-economic tasks in 2022 and the first months of 2023 as well as the State budget and audit report of the National Assembly's Economic Committee, affirming that the correct and timely decisions of the National Assembly and the Government have helped our country's economy recover quickly, achieving quite comprehensive and positive results in many fields. From the perspective of the Vietnam Women's Union, Ms. Nga clarified a number of issues that the Union is concerned about and proposed solutions to overcome them in the coming time.
Regarding the issue of employment for workers, especially female workers after losing their jobs, Ms. Nga cited that according to the report, as of April 1, 2023, job loss leading to loss of income for workers is increasing, the industries that have reduced work are mainly concentrated in leather and footwear, textiles and garments (In the first quarter, the number of laid-off workers of enterprises nationwide was nearly 294 thousand people, of which the textile and garment industry accounted for 18.8%), most of those who have been laid off are female workers, with general education and in some places, over 50% of them are over 40 years old.
Faced with this situation, the Government, localities and businesses have made great efforts to ensure the best possible benefits for workers. The General Confederation of Labor has also issued a Resolution on supporting union members, but it is still only a temporary solution.
Therefore, Ms. Nga suggested that the Government needs to provide guidance and review information to have an accurate assessment of the number of businesses leaving the market (mainly in what type of business, what field, etc.) in order to have solutions to support businesses.
Second, according to Ms. Ha Thi Nga, the Government needs to pay attention to implementing the Vocational Training Program for Rural Workers (which existed before but has now ended and is being rebuilt by the Ministry of Labor, Invalids and Social Affairs), with a program specifically for female workers to change careers after losing their jobs; implementing vocational training programs suitable for training levels for female workers; focusing on updating new techniques and technologies for traditional craft villages and occupations that attract many female workers.
In addition, ensure the implementation of unemployment benefits for laid-off workers, develop policies to support training to improve skills for workers at enterprises to help them find long-term jobs. At the same time, it is recommended that the Government and the National Assembly pay more attention to the capital needs to support job creation for people, as well as preferential lending policies through social policy banks.
Participating in the discussion on the issue of labor resources and human resources, delegate Nguyen Van Than (National Assembly delegate of Thai Binh) said that we are currently experiencing a "labor bleeding", this labor resource includes both cadres and technical workers.
Delegate Than said that for countries receiving labor from Vietnam, they have had more open policies (on time, standards, wages, etc.) to attract and retain labor. “Meanwhile, we have mentioned the issue of putting people at the center of development; investing a lot in infrastructure but not paying proper and appropriate attention to people” – Delegate Than said. Therefore, he suggested that we need to invest more in policies, income, training of cadres and high-tech workers to avoid the current situation of “labor drain”.
