On April 29, 2026, the Government issued Resolution No. 21/2026/NQ-CP on reducing and simplifying business conditions, administrative procedures, and decentralizing authority for implementing administrative procedures in the health sector.
The resolution not only aims to shorten the processing time for new licenses to operate medical examination and treatment services, but also represents a clear shift in management thinking, from pre-approval to post-approval, increasing autonomy for localities and reducing compliance costs for the healthcare system.

One of the notable highlights of the Resolution is the shortening of the process for issuing new licenses for medical examination and treatment activities. Specifically, the procedure has been redesigned to be clear and transparent, with specific timelines: the competent authority will conduct an assessment within 40 days from the date of receiving a valid application and issue the license within 10 working days if all conditions are met. This regulation helps to overcome the problem of prolonged application processing times, facilitating the early commencement of operations for medical facilities.
Along with streamlining procedures, the Resolution also promotes the decentralization of authority to local levels, assigning the Chairman of the Provincial People's Committee to implement many important administrative procedures in the health sector. The authority to issue, reissue, extend, adjust, suspend, and revoke licenses for medical examination and treatment; to issue and adjust operating licenses for medical examination and treatment facilities; to certify the content of advertisements for health supplements; and to permit the import of biological samples… are all transferred to the provincial level.
In addition, the Resolution also cuts and abolishes many outdated administrative procedures, including six procedures that are officially discontinued, related to product announcement, vaccination conditions, addiction treatment, HIV testing, biosafety, and practical training in the health sector.
On the other hand, a series of business conditions in the healthcare sector have been eliminated or simplified, particularly in areas such as laboratory biosafety, vaccination services, addiction treatment with substitute medications, HIV counseling and testing, as well as medical examination and treatment activities. This is considered an important step to reduce compliance costs and create a more favorable environment for organizations and individuals participating in providing healthcare services.
According to the roadmap, regulations on administrative procedure decentralization will take effect from July 1, 2026; the content on reducing and simplifying business conditions is expected to be applied from July 1, 2027.
This reform goes beyond simply simplifying procedures; it aims to restructure management methods in the healthcare sector, emphasize local accountability, and create a transparent and open investment environment.
If implemented synchronously and effectively, these changes will contribute to improving the quality of medical examination and treatment services, better meeting the requirements of protecting and caring for people's health in the new development phase.
