Accelerating infrastructure development to serve APEC 2027.

In response to the requirement to complete infrastructure for the APEC 2027 High-Level Week in a short time, Mr. Le Viet Bac (pictured) - Director of the Department of Construction, said that the province is implementing many solutions to overcome difficulties and ensure that the projects are completed 3-6 months before the conference.

With the urgent need to complete the project 3-6 months before the APEC 2027 conference, the Provincial Party Committee and the Provincial People's Committee have directed departments, agencies, and the Phu Quoc Special Economic Zone to focus on implementing several key tasks to ensure progress, quality, and compliance with legal regulations. These include quickly completing investment preparation documents such as adjusting the planning accordingly; issuing progress plans and emergency construction orders; approving projects and designs; and commencing construction. The province is focusing intensely on land clearance. This is a difficult task requiring specific timeframes, procedures, and regulations for completion, such as surveying, developing compensation plans, payments, and resettlement support, all while harmonizing the interests of the people, businesses, and the State.

The province is closely coordinating with central ministries and agencies to promptly propose solutions and resolve difficulties and obstacles during implementation; deploying synchronized solutions to ensure the supply of materials, fuel, etc., to meet demand and prevent interruptions. Investors and contractors are increasing manpower, machinery, and equipment, and working continuously in a 3-shift, 4-team system, making the most of holidays and Tet (Lunar New Year). At the same time, weekly inspections and supervision are being intensified to promptly resolve difficulties and obstacles at the construction site; the "green channel" mechanism is being implemented to handle documents and procedures related to projects in a timely manner, in the shortest possible time, to avoid delays that could affect progress.

- Reporter: Which key transportation projects in the province and region are currently being prioritized for accelerated progress, sir?

- Mr. Le Viet Bac: In addition to key transportation projects in Phu Quoc such as Phu Quoc International Airport, Provincial Road 975, the first phase of the urban tram line, APEC Boulevard... which are currently under construction, the Provincial Party Committee and the Provincial People's Committee are leading and directing the completion of inter-regional connectivity projects within the province, such as the Chau Doc - Can Tho - Soc Trang expressway, the section passing through the province will be completed and put into operation in June 2026; the Rach Gia - Hon Dat - Kien Luong - Ha Tien coastal road; upgrading National Highways 80, 61 and provincial roads; completing phase 2 and putting into operation Rach Gia Passenger Port and Phu Quoc International Passenger Port...

Simultaneously, preparations are underway for investment in Rach Gia Airport, the coastal road connecting with Ca Mau province, National Highway N1 from Ha Tien to Chau Doc and Tan Chau - Hong Nguy, the connecting route from the Chau Doc - Can Tho - Soc Trang expressway to Tinh Bien and Khanh Binh border gates, and the Rach Gia - Long Xuyen connecting route... In addition, the Ministry of Construction is preparing to invest in the Ha Tien - Rach Gia - Bac Lieu expressway.

Upon completion, these transportation routes will form a regional transportation network connecting different areas within the province, especially fostering the development of the province's dynamic urban centers. Simultaneously, they will create coastal and border development corridors, contributing to socio-economic development, ensuring national defense and security of the province, and ultimately contributing to the success of the APEC 2027 Summit.

- Reporter: What role do the ongoing transportation infrastructure projects in Phu Quoc play in ensuring the capacity to receive and transport international delegations?

- Mr. Le Viet Bac: The main transportation projects are being planned to ensure the capacity to accommodate international delegations during the conference, such as transportation from Phu Quoc International Airport to the convention center and accommodation facilities. This is demonstrated through several projects: Phu Quoc International Airport is currently undergoing upgrades, including the construction of an additional runway, VIP terminal, parking area, and upgrading of the existing terminal... It is expected that after the completion of phase 2, the airport will have a capacity of 18 million passengers per year; Provincial Road 975 and the APEC Boulevard will be expanded to 10 lanes, and the first phase of the urban light rail line will connect Phu Quoc International Airport to the convention center.

Transportation routes in Phu Quoc have been renovated and upgraded, with the Duong Dong and An Thoi areas incorporating undergrounding of electricity, water, and telecommunications networks, contributing to improved transportation capacity and ease of movement for international delegations and tourists visiting Phu Quoc.

Connectivity from the mainland to Phu Quoc Island is achieved by air, via domestic and international airports through Phu Quoc International Airport. Simultaneously, connections are made by sea through ports on the mainland; this is combined with the deployment of existing local sea vessels and ferries, or contingency plans for increased capacity to meet demand.
