
Production activities at Toan Thu Co., Ltd., Quang Chinh commune.
Recognizing the potential advantages of abundant human resources, Toan Thu Co., Ltd. invested in an export garment factory in Quang Chinh commune. Mr. Nguyen Duc Toan, the company's director, stated: “During the investment and operation process, we have always received the support and cooperation of the local government, especially in legal procedures for construction, land allocation for project implementation, as well as ensuring security and order, and promoting labor recruitment. To date, the company has nearly 200 employees, and this year we expect to produce and export approximately 800,000 textile and garment products.”
Besides focusing on attracting new investment projects, Quang Chinh commune also prioritizes promoting and supporting individuals and household businesses to establish enterprises. Mr. Nguyen Van Hung, Vice Chairman of the People's Committee of Quang Chinh commune, stated: “The locality is actively supporting businesses with administrative procedures and registration. At the same time, we are focusing on planning and completing the infrastructure of industrial clusters and transportation infrastructure, prioritizing the attraction and development of industries such as agricultural and aquatic product processing, garment manufacturing, and commercial services. To date, the commune has over 120 operating businesses and 1,500 production and business households, creating stable jobs for thousands of local workers. In the period 2026-2030, the commune aims to establish at least 60 new businesses.”
In Nhu Thanh commune, the local government has also accelerated the development of businesses. In the first four months of 2026, the commune saw the establishment of 5 new businesses, bringing the total number of operating businesses in the area to approximately 110. These businesses operate in various fields such as trade and services, agricultural and forestry product processing, construction materials, and leather footwear exports.
Mr. Dinh Xuan Duong, Head of the Economic Department of Nhu Thanh Commune, said: “The Commune People's Committee is applying a policy to support the registration process for newly established businesses with a subsidy of 3 million VND per business. In addition, to achieve the goal of establishing 19 new businesses in 2026, the locality is stepping up propaganda and mobilization efforts to encourage people to promote the startup and business initiation movement. Emphasis is placed on developing industry and small-scale handicrafts, and attracting investment in high-tech agriculture. The Commune People's Committee will also strengthen the promotion and introduction of the local potential and advantages to attract investment and develop businesses effectively.”
According to the Department of Finance, in the first four months of the year, the province saw the establishment of 1,568 new businesses, an increase of 52.8%; the total registered capital of these newly established businesses reached VND 11,623.5 billion, an increase of 87.7% compared to the same period last year. In addition, 374 businesses resumed operations, an increase of 23% compared to the same period. These figures not only clearly reflect the recovery of the business sector but also affirm the efforts of various sectors, localities, and units in effectively implementing business development programs.

Nhu Thanh commune focuses on attracting and developing new businesses to create momentum for the socio-economic growth of the locality.
To promote the development of new businesses, the province assigned specific targets and tasks to each sector, locality, and unit from the beginning of the year. Activities to promote and support startups, and training on tax and accounting policies for businesses, cooperatives, and household businesses were intensified. Importantly, the province did not stop at the establishment stage but also focused on supporting businesses after registration. The Department of Finance, in coordination with other departments and agencies, promptly advised on and implemented specific mechanisms and policies for the development of the private economy in line with the central government's direction. The province effectively implemented "green channel" mechanisms, focusing on reducing and shortening the time for processing administrative procedures and business conditions for businesses by 30 to 60%. Investment promotion and attraction efforts were also intensified. From the beginning of the year until now, the province has attracted 35 direct investment projects, including 6 FDI projects, with a total registered capital of over 9,611 billion VND and 120.6 million USD, an increase of 12.9% in the number of projects and 9.4 times in registered capital compared to the same period last year. Along with this, localities in the province have also focused on improving planning, paying attention to infrastructure development, and creating favorable conditions for businesses to access land, capital, and high-quality human resources. Regular meetings are held to promptly address difficulties and obstacles encountered during project implementation and in investment, production, and business activities.
Through comprehensive and decisive solutions, Thanh Hoa has removed barriers to market entry, creating a foundation for the stable and sustainable development of the business community. This not only realizes the target of developing 3,000 new businesses in 2026 but also aims for a longer-term goal of having 40,000 operating businesses by 2030, contributing 58 to 62% of the province's GRDP. By 2045, Thanh Hoa envisions having 70,000 operating businesses, with the private sector contributing approximately 70% of the GRDP.
