Resettlement projects serving the land clearance for the Lao Cai - Hanoi - Hai Phong railway construction investment project are being implemented urgently and with high determination to ensure progress.

The construction site is bustling with activity, and work is progressing rapidly.

In early February, at the construction site of the resettlement area for the Lao Cai - Hanoi - Hai Phong railway line in Cao Ly village (Gia Loc commune), convoys of trucks carrying soil were constantly moving in and out. Excavators and concrete mixers operated continuously, and workers were diligently carrying out the various tasks according to schedule.

Mr. Nguyen Huu Thanh, a technical officer representing the contractor, 911 Hai Duong Investment and Construction Co., Ltd., stated that the contractor has currently mobilized approximately 10 pieces of machinery and equipment along with 20 workers to focus on construction at the Cao Ly resettlement area. The contractor is organizing two construction teams, focusing on key items such as: wastewater treatment system, fire protection system, internal roads, wastewater drainage system, and rainwater drainage system. To date, the ground leveling work has reached about 80% completion, the road construction is underway with a layer of hill soil, and the road culvert system is being completed to proceed with the next steps.

According to Mr. Thanh, the construction process still faces some difficulties because people are currently harvesting peach blossoms for Tet (Lunar New Year), and more time is needed to complete the work before proceeding to some areas. However, the contractor is committed to ensuring the progress is in accordance with the contract signed with the investor.

The project to invest in the construction of a resettlement area to serve the land clearance for the Lao Cai - Hanoi - Hai Phong railway line in Cao Ly village, Gia Loc commune, covers an area of ​​over 10,000 m², including the following items: land leveling, transportation system, water supply, rainwater and wastewater drainage, electricity, lighting, telecommunications, and green spaces.

The project includes approximately 36 resettlement plots, each with an area of ​​120 m², and a total investment of over 21 billion VND. Construction began on November 29, 2025, and is expected to be completed on March 29, 2026.

Along with Cao Ly, the Duong Kinh resettlement area construction project is also being accelerated. This is one of the resettlement projects that started early and plays an important role in ensuring stable housing for people affected by the railway project. The project covers an area of ​​74,853.9 m², with a total investment of 283.9 billion VND, and includes 470 resettlement plots with a synchronous and modern technical infrastructure system such as: water supply and drainage, green spaces, lighting, fire protection, etc. Upon completion, the Duong Kinh resettlement area will meet the resettlement needs of approximately 1,880 people.

Favorable weather conditions in recent days have enabled construction units to accelerate their work. Mr. Tran Nhat Truong, representative of Loan Khai Investment Construction Trading Co., Ltd., the contractor for the project, said that the company is speeding up construction work, closely adhering to the schedule according to the design documents and the investor's requirements.

Alongside the contractor, consulting and supervision are also carried out rigorously. Mr. Le Nam Phuong, representative of the project's consulting and supervision unit, stated that the unit has deployed sufficient personnel, closely monitored the site, and fulfilled its consulting and supervision responsibilities to ensure that all construction items comply with procedures, technical standards, and contract requirements.

Ensuring stable housing creates a foundation for development.

Currently, contractors working on resettlement projects to facilitate land clearance for the Lao Cai - Hanoi - Hai Phong railway line are accelerating construction, mobilizing maximum manpower and machinery, and striving to complete the projects on schedule.

Recognizing land clearance for the Lao Cai - Hanoi - Hai Phong railway project as a key priority, the Party Committee and People's Committee of Ha Dong commune have focused on decisive leadership and direction, proactively resolving arising obstacles and accelerating progress to ensure the timely handover of cleared land as planned.

The railway line passing through Ha Dong commune is 7.8 km long, requiring the acquisition of approximately 39.8 hectares of land, affecting more than 400 households, with a total land clearance cost of nearly 800 billion VND. Two resettlement areas have been designated in Nhan Bau and Thieu My villages within the commune to ensure stable living conditions for the affected households.

The Nhan Bau resettlement area has had its resettlement plan developed by the Compensation and Support Council for 77 households, covering a total area of ​​21,946 m²; the Thieu My resettlement area has been allocated to 68 households, covering an area of ​​32,010 m². Currently, contractors at these two resettlement areas are accelerating construction, mobilizing maximum manpower and machinery, striving to complete the project on schedule, creating an important foundation for speeding up land clearance along the entire route.

The Lao Cai - Hanoi - Hai Phong railway line passes through 23 communes, wards, and special zones of Hai Phong city, with a total length of over 110.4 km, including a main line of 89.88 km and a branch line of 20.57 km. The total land area to be acquired is approximately 624 hectares, affecting more than 6,100 households, of which about 1,750 households require resettlement.

The city is implementing 14 resettlement projects covering approximately 59.86 hectares, with an estimated investment of over 1,000 billion VND. The resettlement areas are all strategically located with convenient infrastructure and transportation, ensuring long-term, stable living conditions for residents. Construction of these resettlement projects is being carried out with a focus on speed, quality, and technical standards to ensure that the new homes are better than the old ones. Accelerating the construction of these resettlement areas is not only a technical requirement of the project but also a key factor in gaining public consensus.

With the decisive involvement of all levels of government, investors, contractors, and consulting firms, resettlement areas are taking shape day by day, creating an important foundation for the national key railway project to be implemented on schedule, efficiently, and sustainably.
