Growth of 10% or more - the beginning of an era of growth

Yesterday morning, the National Assembly passed a Resolution on the socio-economic development plan for 2026, officially setting the goal: striving for GDP growth of 10% or more in 2026.

From a purely economic perspective, this would be an ambitious goal given the complex and unpredictable regional and global situation, the increasing severity of natural disasters and floods domestically, and the unresolved inherent limitations of the economy.

However, in the special context of 2026: the year of the 14th National Congress of the Party, the election of deputies to the 16th National Assembly and deputies to People's Councils at all levels for the 2026-2031 term; the first year of implementing the 5-year socio-economic development plan 2026-2030, entering an era of striving for national prosperity and strength – the target of 10% or more growth reflects the aspirations of the entire nation, affirming the will to transform qualitatively, breaking away from the growth inertia based on exploitation and cheap labor, and shifting to a model based on innovation, science and technology , and productivity.

The target of 10% or more growth also serves as a measure of the effectiveness of the administrative apparatus after restructuring, assessing the implementation of hundreds of laws and regulatory resolutions passed by the National Assembly during its 15th term, especially in 2025, including many foundational laws on science and technology, artificial intelligence, data, digital transformation, innovation, and the digital economy. With strengthened institutions and resources, a growth rate of 10% or more will usher in a new phase of national development with higher speeds and more sustainable quality.

With the laws and resolutions passed, the National Assembly has fundamentally overcome institutional bottlenecks and unlocked resources. The remaining challenge lies in the organization of law enforcement. Effective implementation, reducing the time and cost of administrative procedures by 50% compared to 2024; cutting and simplifying 100% of unnecessary, contradictory, overlapping, or vague investment and business conditions; abolishing 100% of investment and business conditions for sectors not included in the list of conditional investment and business sectors under the Investment Law; and overcoming the fear of responsibility within the public administration – this is the "breakthrough of breakthroughs". When institutions become a national competitive advantage, when businesses and citizens are truly served, capital, intellect, and creativity will naturally flow strongly into the economy.

A 10% growth rate cannot come from outdated drivers. Vietnam is entering the era of future technologies: AI, semiconductors, big data, international financial centers, digital economy, and green economy. The laws enacted in 2025 are the "passport" to opening up these sectors. The government aims for the digital economy to account for 14% of GDP by 2026, while developing international financial centers in Ho Chi Minh City and Da Nang, attracting high-quality investment capital, linking FDI with domestic businesses, and promoting the integration of research institutes, universities, and businesses to form a national innovation chain.

An economy growing at 10% or more requires a commensurate infrastructure system. 2026 must be a year of breakthroughs in public investment disbursement, accelerating the progress of "mega-projects": the North-South high-speed railway, Long Thanh airport phase 2, Can Gio international transshipment port, along with key energy projects, digital infrastructure, and modern logistics. When physical and digital infrastructure are synchronized, the economy will have the strength to accelerate.

Sustainable growth is only possible when linked to productivity and labor quality. Human resources are the decisive pillar. It is necessary to decisively implement Resolution No. 71 of the Politburo on breakthroughs in education, comprehensively reforming vocational and university training programs, linking training with market needs and international standards. The government aims to have a unified national set of textbooks by the 2026-2027 academic year, creating a uniform knowledge base for the new generation. In addition, it is necessary to attract and utilize talent in the fields of technology, management, artificial intelligence, and green energy.

Achieving a growth target of 10% or more certainly requires decisive action and coordinated efforts across fiscal, monetary, public investment, and institutional policies. The government needs to establish a set of quarterly growth monitoring indicators, focusing on key drivers: public investment disbursement, labor productivity, credit for production, exports, processing industries, and investment in science and technology, innovation, and digital transformation.

Simultaneously, localities must act decisively, adhering to the principle of daring to decide, daring to act, and daring to take responsibility, considering success in policy implementation as a measure of the government's capacity. Businesses also need to proactively invest in technology and restructure their business models towards green, digital, and smart solutions. Every citizen and worker needs to cultivate a spirit of creativity, lifelong learning, and work more productively and with greater discipline.

The aspiration for a growth rate of 10% or more is a commitment to development – ​​of the National Assembly in legislation, of the Government in action, and of the entire society in implementation. This aspiration can only become a reality when it permeates from the parliamentary chamber down to every office, every factory, every lecture hall; when it is transformed into concrete, decisive actions by dedicated civil servants, innovative entrepreneurs, creative workers, and committed intellectuals. Once the legislative foundation has been built, what remains is decisive implementation, transforming political will into practical results, and pouring all efforts into achieving a "leap forward" that will usher in an era of national progress.
