According to data from the General Statistics Office, in the first 10 months of 2025, the total retail sales of consumer goods and services are estimated at VND 5,772.9 trillion, up 9.3% over the same period. Excluding the price factor, the growth rate reached 7%. In addition, the tourism industry has strongly recovered with nearly 17.2 million international visitors, up 21.5% over the same period, creating a positive spillover effect to the service, trade and consumer goods manufacturing industries.
However, according to Mr. Vu Ba Phu - Director of the Trade Promotion Agency ( Ministry of Industry and Trade ), in order to realize the target of GDP growth of 8% or more for the whole year as directed by the Government, it is necessary to continue to promote the domestic consumption pillar more strongly, considering it an important driving force along with export and investment in the final period of the year. Therefore, the national concentrated promotion program (starting from December 1, 2025 - January 18, 2026) is considered a "fulcrum" for the goal of increasing total consumption.
“We expect this promotion program to support businesses in boosting consumption of goods, clearing inventories, accelerating capital turnover and expanding production scale. At the same time, it will create conditions for consumers to access quality goods at reasonable prices, contributing to ensuring social security and improving people's lives,” Mr. Phu shared.
As one of the two localities with the largest total revenue from goods in the country, Hanoi has been implementing many tasks and solutions to promote economic development, stimulate consumption, increase total retail sales and consumer service revenue, and create conditions for businesses to develop production and connect trade.
Mr. Vo Nguyen Phong - Director of Hanoi Department of Industry and Trade said that currently, Hanoi is continuing to implement the "Hanoi City Concentrated Promotion Program 2025". This is one of the programs in the series of events to stimulate domestic demand of the city and respond to the domestic consumption stimulus program and the National Concentrated Promotion Month 2025 - Vietnam Grand Sale 2025 launched by the Ministry of Industry and Trade.
According to Mr. Phong, the Promotion Month focused in Hanoi has achieved many outstanding results such as mobilizing nearly 1,000 points of sale, more than 1,500 participating businesses. The number of people participating in direct shopping reached over 50,000, millions of online transactions were recorded; Revenue of retail systems increased by 150 - 200% compared to normal days, in which, some product lines such as electronics, fashion, and household appliances increased by 200 - 300% during deep discount hours; E-commerce platforms reported an increase in the number of orders from Hanoi of 25 - 40%, affirming the strong development of e-commerce and digital consumer behavior.
Notably, Hanoi is implementing the "45-day and night campaign" to achieve the GRDP growth target of 8% or more in 2025, contributing to creating a solid foundation to achieve double-digit GRDP growth in the following years.
Meanwhile, in Ho Chi Minh City, from December 1, 12 major retail systems in the city also launched the program "Responsible Green Tick Month". This is identified as an important highlight in the city's consumption stimulus strategy at the end of 2025 with thousands of essential consumer products being heavily discounted in supermarkets and shopping malls. Representatives of the Ho Chi Minh City Department of Industry and Trade expect the Green Tick program to be one of the solutions to help the retail market share grow rapidly in the current context.
Sharing with PLVN Newspaper, a trade expert said that the expectation of growth in retail sales and consumer services in 2025 is completely achievable, despite being affected by the continuous floods in the Central provinces. Factors promoting consumption given by this expert include the total number of international and domestic tourists still increasing, which is the group that contributes a lot to the consumption of goods. In addition, the policy of attracting talented Vietnamese people from other countries to work in Vietnam is also having very good results.
In particular, the campaigns to help the Central provinces stabilize their lives after the storm at the end of the year are being actively implemented by the Party, the State and the people nationwide, such as the campaign to quickly repair houses; pay pensions 3 months in advance for provinces heavily affected by storms and floods...; the supply and demand campaigns for goods for these provinces are also being implemented by large supermarket chains... "This will both help the people of the Central provinces stabilize their lives soon after the storm and floods, and contribute to maintaining the consumption of goods and services in these areas, to avoid any impact, even small, on the total revenue of goods and consumer services at the end of the year" - the expert affirmed.
