
A dialogue session between the leaders of Lam Son commune and the residents of Doan Ket village.
The Lam Son Town Residential Area Project (location No. 7) in Lam Son commune affects 23 households and one organization, Lam Son - Sao Vang Co., Ltd. This project involves the comprehensive construction of technical infrastructure to meet the resettlement needs of residents and accelerate the urbanization process in the commune. To ensure the project is completed on schedule, the Lam Son Commune People's Committee organized awareness campaigns and dialogues with the households in Doan Ket village affected by the project.
During the dialogue, residents requested that the People's Committee of the commune consider providing support for reclaimed land that has been used stably but lacks complete legal documentation. The residents' requests were directly addressed by the Vice Chairman of the People's Committee, Le Dinh Hao, and relevant departments. For issues beyond the commune's authority, these were compiled and reported to higher authorities for consideration and resolution, ensuring the legitimate rights of the people. The dialogue concluded in an atmosphere of unity and consensus, with residents expressing their support for the project's implementation in the commune.
Dialogue is one of the important solutions for listening to the thoughts and aspirations of the people and promptly resolving pressing issues. Therefore, the Standing Committee of the Lam Son Commune Party Committee has maintained monthly meetings with branch secretaries and village heads to gather information and organize dialogues when necessary. In addition, the Party Secretary and Chairman of the Commune People's Committee strictly implement the system of regular citizen reception; the members of the Standing Committee of the Party Committee regularly work with the villages to closely monitor the situation among the people.
According to Le Trong Quy, Head of the Party Building Committee of Lam Son Commune Party Committee: “Lam Son Commune has two main religions: Buddhism and Catholicism. Nearly 8,400 people follow these religions (accounting for 25.32% of the commune's population). Recognizing that effectively monitoring public opinion will help the Party Committee and government detect emerging issues at the grassroots level, the Party Building Committee has advised the Standing Committee of the Party Committee to assign Party Committee members to be responsible for each village and coordinate with Party branches and village heads to closely monitor the situation at the grassroots level. At the same time, they regularly attend Party branch meetings, village meetings, and conferences of various associations and youth groups to gather opinions from cadres, Party members, union members, association members, and the people. From there, they directly resolve issues or report to the Standing Committee of the Party Committee for guidance and resolution.”
The rapid development of communication technology has led to an explosion of multi-directional information, impacting the thoughts and perceptions of the people. To guide public opinion and refute false and hostile information, especially in cyberspace, the Standing Committee of the Party Committee established the 35 Commune Public Opinion Working Committee and the Public Opinion Collaborator Team. The team of public opinion reporters and collaborators is regularly strengthened whenever changes occur, and training and skill development programs are organized to help them improve their awareness and expertise, enabling them to better fulfill their duties in the new situation. In particular, the team of public opinion reporters and collaborators includes leaders from the Party Committee, People's Committee, and mass organizations, ensuring that propaganda and mobilization efforts are always highly effective.
As a member of the Public Opinion Coordinators Team, Ms. Le Thi Thanh Tuyen, Secretary of the Lam Son Commune Youth Union, shared: “To ensure that the work of gathering and guiding public opinion is effective, I regularly study to improve my professional skills and expertise; I always stay close to the local area and proactively update information from Youth Union members, young people, the people, and social media to grasp the situation as quickly and accurately as possible. The Youth Union widely disseminates information about good deeds and beautiful lifestyles; harmful and toxic information is promptly refuted, creating trust among Youth Union members, young people, and the people.”
To effectively play a leading role in guiding socio-economic development, Lam Son commune has diversified its information gathering methods and propaganda techniques, proactively monitoring the situation through social media platforms. The commune People's Committee assigns officials to participate in security and order maintenance groups in each village and establishes Zalo groups for Party branch secretaries and village heads to regularly exchange information and understand the situation at the grassroots level. The Party Building Committee has created a Facebook page to provide information and disseminate the Party's policies, State laws, and the socio-economic development of the locality; it regularly monitors and understands public opinion on social media to promptly advise on information direction and handle emerging issues.
By effectively gathering information and guiding public opinion, Lam Son commune has gained the trust and support of the people. This is a crucial foundation for the commune to successfully achieve its set goals and tasks, and contributes to making the Secretariat's Conclusion No. 100-KL/TW "On reforming and improving the quality of public opinion research and investigation" increasingly in-depth, substantive, and effective.
