On the afternoon of November 12, the People's Council of Bac Ninh province, term XIX, 2021 - 2026, held the 6th session (special session) to review and resolve a number of important issues under its authority. The session passed 23 important resolutions to resolve practical issues, create a legal corridor, resources and necessary mechanisms to promote comprehensive development in all fields.

With a sense of responsibility, promoting intelligence and high unity, the session reviewed, discussed and passed 23 Resolutions, including resolutions such as Regulations on decentralization of revenue sources, expenditure tasks and percentages of revenue sharing between provincial budgets and commune budgets in Bac Ninh province; Regulations on principles, criteria and norms for allocating regular expenditure estimates of the state budget in 2026 of local authorities at all levels of Bac Ninh province; Regulations on preferential land rent exemption for projects using land for production and business purposes in investment incentive fields or in investment incentive areas in Bac Ninh province; Regulations on a number of policies to support the preservation and promotion of ethnic minority languages ​​in Bac Ninh province, period 2025-2030...

Speaking at the opening of the session, Chairman of the People's Council of Bac Ninh province Nguyen Viet Oanh emphasized that in the first 10 months of 2025, despite facing difficulties and challenges, Bac Ninh has achieved many positive results in many fields. The GRDP growth rate in the first 9 months of 2025 reached more than 10%; total budget revenue is estimated at over 62 trillion VND, equal to 110% of the estimate; import-export turnover reached nearly 150 billion USD, ranking second in the country, only after Ho Chi Minh City; the disbursement rate of public investment capital reached more than 61%, among the highest in the country...

However, the tasks for the last months of the year are still heavy, especially the annual growth target of 11.5% and the disbursement of public investment capital of at least 95% as directed by the Government . This requires all levels and sectors to make more efforts with high determination, drastic and creative actions.

The 6th session (special session) was held in the context that Bac Ninh province is making efforts to complete socio-economic development targets for 2025 and the 2021-2025 period, requiring high concentration of the entire political system.
