The establishment of Dong Nai City, the 7th city in the country, signifies an elevation of status and the creation of a new institutional foundation for the locality to maximize its potential and advantages, enhance governance capacity, attract high-quality resources, and promote rapid and sustainable development. This event also opens up entirely new development opportunities for Dong Nai.

Therefore, one of the city's key tasks now is to quickly finalize planning to seize new development opportunities.

Transforming the growth model

From April 30, 2026, Dong Nai will officially become a city, marking the beginning of a new development phase with a broader vision, larger scale, and higher demands. With its strategic geographical location and its population, area, and economic size among the top in the country, Dong Nai City has even more favorable conditions to organize development according to a more modern, synchronized, and efficient model.

According to the Deputy Secretary of the City Party Committee and Chairman of the People's Committee of Dong Nai City, Nguyen Van Ut, Dong Nai is one of the localities with a large economic scale and high level of industrialization in the country, with the proportion of industry, construction, and services reaching over 80%. At the same time, it is a development space with integrated and extensive regional linkages, possessing a complete and synchronized five-system transportation infrastructure connecting inland waterways, maritime routes, railways, roads, and air routes. This shows that Dong Nai City has reached the scale and stature of a national-level economic center, with a significant ripple effect on the entire Southern region and the whole country.

With its new status, Dong Nai city will have a solid foundation to transform its growth model from an industrial city into a national and regional center for high-tech industries, logistics, aviation, and high-quality services, with international competitiveness. From there, the goal is to develop Dong Nai into a modern city with a balanced economic development and high quality of life.

In the future development plan of Dong Nai city, Long Thanh International Airport and the Dong Nai River corridor area are the most important driving forces for development.

Ms. Phan Thi An, Deputy Director of the Center for Rural Architecture and Planning, National Institute of Architecture, Ministry of Construction , assessed: The Long Thanh Airport City model is expected to be a "boost" for the development of Dong Nai city. The development of the area around Long Thanh Airport will lead to a mechanical shift in population, increasing urban population density. Simultaneously, the synchronized infrastructure investment from the outset will increase the proportion of high-end services, helping to completely shift the labor structure.

Meanwhile, the Đồng Nai River corridor and the lakes in the area will create significant potential for Đồng Nai city in urban development, services, and tourism.

The development goal for the coming period is to build Dong Nai city into a strategic gateway city, a multi-functional growth pole, and a center connecting the southern economic regions in aviation, high-tech industry, logistics, border trade, high-tech agriculture, and innovation. In particular, Long Thanh Airport City will be a distinctive feature and a strategic leverage, connecting globally and developing to be on par with major airport cities in the region and internationally.

Finalize planning early to pave the way for attracting investment.

One of the priority tasks being implemented by Dong Nai city is the early completion of planning schemes in accordance with the Law on Urban Planning.

According to the Chairman of the People's Committee of Dong Nai City, Nguyen Van Ut, Dong Nai is currently proposing a special mechanism to quickly complete the overall planning of Dong Nai City based on the integration of the Dong Nai Provincial Planning for the period 2021-2030, with a vision to 2050, and the General Urban Planning of Dong Nai City.

With the Long Thanh Airport City area and the Dong Nai River corridor identified as new development drivers, Dong Nai City is accelerating the completion of relevant planning to guide the development of these strategic areas.

In this regard, the City People's Committee proposed to the Standing Committee of the City Party Committee to reorient the planning of areas along rivers and lakes in the city towards developing ecological urban areas in these areas, aiming to make Dong Nai a national-level urban center.

On the other hand, for key urban areas of the city such as Bien Hoa, Long Thanh, and Nhon Trach, after review, Dong Nai will adjust the planning to suit the new development context. Accordingly, Dong Nai city will not accept small-scale urban residential projects within its territory, except for those projects located in existing urban areas. Dong Nai city will also not accept production and business projects outside industrial zones and clusters to control environmental pollution.
