In the period of 2021-2025, together with the whole country, Lam Dong implemented 3 national target programs on Socio -economic development of ethnic minority and mountainous areas; Sustainable poverty reduction and New Rural construction. The programs have created strong development steps for many rural areas when rural infrastructure is invested, upgraded, increasingly complete and synchronous, people's lives are improved. This has shown the effectiveness of the leadership and direction of the Party and State on agricultural, farmer and rural development.
In the new period, 2026-2035, in addition to the specific program on Socio-economic Development of Ethnic Minority and Mountainous Areas, merging the two programs on Sustainable Poverty Reduction and New Rural Development is considered appropriate.
Mr. Tran Nam Thuan - Chairman of Ta Dung Commune People's Committee said that the national target programs are of great significance, creating a new step forward for rural infrastructure. Livelihood models from projects of the Poverty Reduction Program have created a breakthrough development for the locality, especially arousing the proactive consciousness of the people in their determination to overcome poverty. However, to ensure the factors of expanding the scale, improving the quality and sustainability of the models, a larger investment and higher resource combination are needed.
According to Mr. Thuan, in the new phase, when operating the 2-level local government apparatus, combining national target programs is reasonable. Because it can be more convenient in directing and leading, avoiding some overlaps and duplications, and at the same time mobilizing all capital sources and large-scale resources.
In Thuan An commune, according to Mr. Phan Ba Tinh - Chairman of the Commune People's Committee, the implementation of national target programs has created a new development step for the locality in all aspects. Among them, it can be affirmed that some outstanding aspects in new rural construction such as maintaining and improving 19/19 criteria.
In the new period, he said that combining the two national target programs on New Rural Areas and Sustainable Poverty Reduction is appropriate to create a more sustainable development step for investment, upgrading and completing rural infrastructure. In particular, combining common strengths will facilitate the achievement of the main goals of the two programs: poverty reduction, economic development, and sustainable improvement of material and spiritual life for rural residents.
At the end of June, the Government held a conference to review the two national target programs on New Rural Development and Sustainable Poverty Reduction. Speaking at the event, Prime Minister Pham Minh Chinh affirmed that it is reasonable to study and combine the two programs when operating local governments at two levels, aiming to create unity in leadership, direction and implementation in life.
In particular, the program framework needs to promote good experiences and good practices from the grassroots, seizing opportunities when the country rises.
Regarding the tasks and solutions of the two programs in the new period, the Prime Minister said that from the central to the communal level, we must continue to thoroughly grasp the orientation and goals of ecological agriculture, civilized farmers, modern rural areas, and sustainable poverty reduction. To do this, the political system must step up institutional improvement to serve the goal of farmers being the main subject, agriculture being the driving force, and rural areas being the foundation for development.
