According to Nguyen Thi Thuy Kieu, Head of the Economic Department of Nui Cam Commune, two key transportation projects are currently being implemented in the commune: Provincial Road 948 and Huong Lo 11. These projects are of significant importance to the economic, social, national defense, security, and tourism development of the Nui Cam area, and therefore receive regular attention and guidance from the Provincial Party Committee, the Provincial People's Committee, and the involvement of relevant professional departments.
Thanks to effective communication and mobilization efforts, creating consensus among the people, the progress of land clearance for projects has achieved many positive results. For the Provincial Road 948 project, 652 out of 657 households have handed over their land. For the Huong Lo 11 project, the majority of households have agreed to accept compensation and support payments and have agreed to hand over their land, creating favorable conditions for construction. “These results are due to the close coordination between specialized departments, hamlets, and the communication and mobilization teams. Direct contact and dialogue with the people have been conducted openly and democratically, contributing to resolving many obstacles at the grassroots level,” Ms. Kieu shared.
According to our reporter's observations, Provincial Road 948, passing through Nui Cam commune, has now been completely paved. Residents and tourists can now travel more easily on the wide, smooth road. Mr. Hien, a resident of Nui Cam commune, expressed his delight: “We are very happy that the road is basically completed and put into use. Transportation is convenient, making travel and goods transport easier. We are confident that in the future, the lives of the people will continue to improve.” Mr. Le Thanh Van, a tourist from Can Tho City, commented: “A year ago, the road from Tri Ton commune to Nui Cam tourist area had many potholes, making travel very difficult. Now, with improved transportation, my family will frequently return for tourism.”
However, according to the Economic Department of Nui Cam commune, there are still 5 households that have not agreed to hand over the land for the provincial road 948 project, with a length of approximately 331m. Despite numerous attempts by the local authorities to educate, persuade, and hold direct dialogues; and despite reporting and making recommendations to the Provincial People's Committee and the Provincial Police, and raising the issue at various meetings to resolve difficulties, the forced land acquisition has not yet been carried out, causing delays in the construction progress of some sections of the route.
Regarding the upgrading and expansion project of Provincial Road 11, due to its large scale, wide scope of impact, and the large number of affected households, land clearance still faces some obstacles. These mainly include disagreements over compensation prices for structures and crops; many households requesting support for land leveling costs and the installation of drainage systems for production; and some cases of land use rights disputes and issues related to the establishment of structures and crops, which are slowing down the payment and handover of land. Specifically, for the section passing through the former An Hao commune, the compensation plan is basically complete, but the budget exceeds the approved structure, thus not meeting the conditions for approval and payment to the people.
To continue addressing difficulties and ensuring the progress of key projects, in the coming period, Nui Cam commune will continue to promote propaganda, mobilization, and direct dialogue in the spirit of harmonizing the interests of the State and the people. At the same time, it will review and compile all obstacles to promptly resolve them. For cases where land is not handed over, the locality will submit the matter to the relevant departments for appraisal, and develop a plan and method for enforcing land acquisition in accordance with the law. Simultaneously, the locality will strengthen coordination with the Project Management Board, the Compensation Council, and relevant departments to quickly finalize compensation plans, make payments, and hand over clean land, contributing to ensuring the progress of public investment and serving the common interests of the people.
