On the morning of November 14, the 10th Ho Chi Minh City People's Council opened its 5th session (special session) to consider and approve many important contents.

Attending were comrade Tran Luu Quang, Secretary of the Party Central Committee, Secretary of the Ho Chi Minh City Party Committee.

Speaking at the opening of the session, Chairman of the Ho Chi Minh City People's Council Vo Van Minh said that the session took place in the context that the entire political system, the people of the City and businesses are making efforts to complete key tasks in the fourth quarter of 2025 - the last quarter of the year, which is also the beginning of the implementation of the Resolution of the first City Party Congress, term 2025-2030.

“This is a very important period, both deciding the completion of socio -economic development goals and targets for 2025 and the entire 2021-2025 period, and creating a foundation for the rapid and sustainable development of the City in the coming years,” Mr. Vo Van Minh affirmed.

According to the Chairman of the People's Council of Ho Chi Minh City, in recent times, the City has achieved many positive results such as GRDP growth maintained stably, many key targets achieved and exceeded the plan; Social security work, caring for people's lives were focused; national defense and security were maintained, social order and safety were ensured; in a short time, the City's 2-level local government after the arrangement quickly went into stable and effective operation.

Besides, Mr. Vo Van Minh acknowledged that the City is still facing many difficulties and challenges such as the progress of disbursement of public investment capital has not met requirements; many bottlenecks in traffic and urban infrastructure are slow to be resolved; the ability to mobilize social resources is not commensurate with the potential.

Many mechanisms and policies of localities before the rearrangement need to be adjusted, abolished and replaced with new policies to be implemented uniformly throughout the area after the rearrangement.

“The volume of issues that need to be resolved and the quality and effectiveness of the resolution by the local government of the City are great requirements and demands for the review and decision-making activities of the People's Council and the implementation of the People's Council of the City, in order to remove difficulties, handle bottlenecks, and create momentum for sustainable development for the City”, the Chairman of the People's Council of Ho Chi Minh City emphasized.

At this session, delegates of the Ho Chi Minh City People's Council considered and decided on many important contents, covering many key areas such as social security, education, health, environment, administrative reform, resource decentralization, public investment, urban development, and improving governance quality.

In addition, the Ho Chi Minh City People's Council also considered implementing personnel work for key positions of the People's Council and the City People's Committee./.
