The Law amending and supplementing a number of articles of the Law on Technology Transfer No. 115/2025/QH15 was passed by the 15th National Assembly at its 10th session on December 10, 2025, and will take effect from April 1, 2026.
Ensuring synchronized, unified, and effective implementation.
The plan was issued to ensure unified direction from the Government and the Prime Minister ; and to strengthen close, regular, and effective coordination among ministries, sectors, localities, and relevant agencies in organizing the implementation of the Law.
At the same time, the Plan clearly defines the work content, deadlines, completion progress, and responsibilities of each agency and organization; ensuring timely, synchronized, and unified implementation, and enhancing the effectiveness and efficiency of state management.
One of the key objectives is to raise awareness among ministries, departments, localities, and the people about the content of the Law; ensuring that the new regulations, especially the innovative ones, are implemented effectively and efficiently.
Notably, the Plan emphasizes the development of a database on technology and technology transfer activities on the National Science , Technology and Innovation Management Platform; promoting the provision of technology information and technology transfer activities in an electronic environment, thereby improving management efficiency and serving the people and businesses.

Transferring and mastering modern technology is fundamental to enhancing production capacity and promoting innovation in businesses.
According to the Plan, the Ministry of Science and Technology will chair and coordinate with the Ministry of Justice, the Government Office, and other ministries, sectors, and localities to develop and submit for promulgation a Decree detailing the implementation of a number of articles of the Law on Technology Transfer No. 07/2017/QH13 and the Law amending and supplementing No. 115/2025/QH15 in February 2026.
From 2026 onwards, ministries, sectors, localities, and information and communication agencies at the central and local levels will organize the dissemination and promotion of the content of the Law and guiding documents according to their assigned fields and geographical areas.
Key tasks include: compiling introductory materials on the basic content and new points of the Law; publishing them on the national legal education and dissemination portal; organizing conferences and in-depth training sessions; diversifying communication methods to ensure suitability for each target group; and strengthening dissemination through mass media to ensure that agencies, organizations, and individuals can access and understand the Law in a timely manner.
Review and improve the relevant legal system.
Ministries, ministerial-level agencies, government agencies, and People's Committees of provinces and centrally-administered cities are responsible for reviewing and systematizing relevant legal documents within their scope of management; promptly amending, supplementing, replacing, repealing, or issuing new documents to ensure compliance with the Law and guiding documents.
The implementation roadmap is determined in sync with the issuance of the Decree detailing the regulations, ensuring consistency in the organization and implementation.
The plan requires ministries, sectors, and localities to regularly inspect, monitor, and urge the implementation of the Law and guiding documents; and proactively provide guidance on the application of the law during the implementation process.

Promoting technology transfer in the electronic environment, gradually modernizing production and management activities.
At the same time, the organization promptly receives and processes suggestions and proposals from agencies, organizations, and individuals; reviews and updates the relevant database system; and ensures the conditions for implementation in accordance with the law on the promulgation of legal documents and the organization of the implementation of legal documents.
The Minister of Science and Technology is responsible for assisting the Prime Minister in monitoring, inspecting, and urging the implementation of the Plan; reporting on results annually; and proposing commendations and awards for media products with high propaganda value, social impact, and contributing to bringing the Law into practice.
During the implementation process, if any difficulties or obstacles arise, ministries, sectors, and localities should promptly report them to the Ministry of Science and Technology for compilation and guidance in resolving them within its authority or submitting them to the competent authority for consideration and decision.
