Humane and practical policies
As a locality with many mountainous, border and island communes, Quang Ninh has paid special attention to investing in educational facilities. In recent years, the province has devoted large resources to building, renovating and synchronizing schools; prioritizing the system of semi-boarding schools, ethnic boarding schools and satellite schools. In the period of 2021-2025, thousands of billions of VND have been allocated for the education and training sector. Thanks to that, a series of schools in mountainous, border and island areas have been newly built or upgraded to be spacious and solid, creating favorable conditions for teachers and students.
On November 9, implementing the Politburo 's policy on investing in building schools for border communes, Quang Ninh province continued to start construction of 6 inter-level boarding schools in the mainland border communes. This is a long-term decision, both improving the students in border areas, strengthening national defense and security and creating an important premise for the sustainable development of border communes.

Not only focusing on facilities, Quang Ninh also expands direct support policies to students, aiming to reduce the economic burden on parents and families, while ensuring the right to education and nutrition for children. Many important resolutions have been issued such as Resolution No. 204/2019/NQ-HDND dated July 30, 2019; Resolution No. 248/2020/NQ-HDND dated March 31, 2020; Resolution No. 22/2023/NQ-HDND dated October 31, 2023 of the People's Council stipulating a system of comprehensive and practical support policies for preschool children, students, trainees and educational institutions, especially in disadvantaged areas, border areas, islands, ethnic minorities and policy target groups. The policies focus on supporting lunch money for preschools studying 2 sessions/day, supporting summer teaching and centralized cooking costs for preschools, supporting meals and care for boarding students, supporting tuition fees for policy-entitled students studying at private institutions, supporting continuing education students and supporting students with talent in sports.
During the 2019-2025 period, the support policies under the above Resolutions have been fully and effectively implemented, with 115,380 children, students and trainees benefiting, with a total implementation cost of 211,402 billion VND. Of which, over 30,000 children in the preschool sector received lunch support; 5,487 received summer teaching support; 18,152 received cooking support. In the general education sector, 32,510 students received boarding meal support; 13,448 received boarding care support; 10,920 private students received tuition support; 1,038 gifted students and athletes received support for renting vehicles to go to school. In the continuing education sector, 3,732 boarding students received meal support.
Recently, at the 33rd Session on November 14, the Provincial People's Council passed a Resolution on the policy of supporting drinking milk at school for preschool children and primary school students studying at educational institutions in Quang Ninh province for the period 2025-2030. With a total estimated budget of about 1,725 billion VND for the whole period, this is considered one of the humane social security and education policies, demonstrating the province's concern for future generations, contributing to improving physical strength, improving nutrition and creating a health foundation for children in all regions, especially in mountainous, border, island and ethnic minority areas.

Ms. Lo Thi Vinh, Na Tao village, Luc Hon commune, said: In the past, many children had difficulty going to school because their houses were far away, and there were floods. When the new boarding school was built, it created conditions for them to eat, study, sleep, live and develop their thinking better. Not only was the school beautiful, the children were also supported with tuition fees and meals, which were really practical. Families were less burdened, and the children were able to study fully and were healthier. Thanks to the province's investment, we, the parents, were very excited because our children were developing like this.
The synchronous implementation of education support policies has contributed to maintaining the rate of students attending classes, improving the quality of care, education, and ensuring social security. The policies have contributed to narrowing the gap between regions, ensuring fairness in access to education, reducing the financial burden on parents, and enhancing the initiative of educational institutions in organizing two-session teaching/day. Many provincial policies have a wider scope of support than the central government, are highly appreciated, creating social consensus and strengthening people's trust in the province's attention to education.
The quality of mass and key education continues to be improved, Quang Ninh maintains its position in the top localities with the most national excellent students in the country; there are 3 international and regional Olympic awards in the period 2022-2025 awarded according to Resolution No. 63/2021/NQ-HDND dated December 9, 2021 of the Provincial People's Council. In the 2025 high school graduation exam, the average score of Quang Ninh candidates ranked 12th out of 34 provinces and cities, the highest ranking ever, marking an important breakthrough. Quang Ninh also maintains and improves the quality of universal preschool education for 5-year-old children, universal primary education level 3, universal lower secondary education level 3, and illiteracy eradication level 2 (all are the highest levels). Investment in school facilities and equipment is regularly paid attention to; 92.07% of schools in the area meet national standards, exceeding 2.07% of the target set by the Provincial Party Congress Resolution. The above results affirm the effectiveness, substantial impact and positive spread of the system of support policies and investment in education, creating an important premise for the province to continue to improve mechanisms and policies in the period 2026-2030.
Comprehensive educational development
Quang Ninh is entering a new phase with many opportunities but also many challenges. The whole province is aiming for rapid and sustainable development, becoming a high-quality education and training center of the Northern region, meeting the requirements of industrialization, modernization and international integration. The 2025-2026 school year is the first school year to implement the Resolution of the 14th National Party Congress; Resolution of the 16th Quang Ninh Provincial Party Congress for the 2025-2030 term. In that context, caring for the future generations of the country is a very important task, especially in areas with many difficulties, rural areas, mountainous areas and islands to shorten the gap in access to education between regions.

Resolution 71-NQ/TW dated August 22, 2025 of the Politburo has determined: Developing education and training is the cause of the Party, the State and the entire people. The State plays a role in strategic orientation, creating development, ensuring resources and equity in education. Preschool and general education is the foundation for personality formation, development of learners' qualities and capacities. Expand equitable access, improve the quality of preschool and general education to reach advanced levels in the Asia region. Strongly innovate institutions, create unique and outstanding mechanisms and policies for education and training; ensure the provision of a unified set of textbooks nationwide, strive to provide free textbooks to all students by 2030.
Implementing the Resolution of the Politburo, the Provincial Party Standing Committee issued Action Program No. 03, which assigned the task of building specific and outstanding mechanisms and policies for education and training development; ensuring fairness and access to education for all subjects, especially students under policies, ethnic minorities, disadvantaged areas, border areas, islands, and the disabled; implementing the principle of "leaving no one behind". At the same time, it emphasized the requirement to build practical support policies for learners; promptly consider issuing mechanisms and policies to institutionalize and ensure effective implementation of Resolution 71; review, propose, adjust, and allocate resources to implement a number of contents from 2025, prioritizing ethnic minority areas, border areas, islands, remote and isolated areas.

Faced with new practical requirements, in order to promptly concretize the policies and orientations of the Central and Provincial Party Committees, ensuring consistency with the current legal system, on the basis of inheriting effective education support policies in the previous period, Quang Ninh plans to adjust and supplement many contents according to the new regulations of the Central and according to the practical characteristics of the province, including: Increasing the level of lunch support; increasing the standards for organizing meals; supplementing electricity and water support with specific standards; expanding support for student pick-up and drop-off activities instead of cash support for cases where centralized meals cannot be organized at school or near school, in order to ensure safety for students, use support for the right purposes, improve policy effectiveness and consistency in implementation.
At the 34th session - the regular session at the end of 2025, the People's Council will consider the proposal of the Provincial People's Committee on regulations on a number of support policies in preschool, general education and continuing education institutions in Quang Ninh province from the 2025-2026 to 2030-2031 school year. There are proposals to adjust the subjects, scope of beneficiaries, and support levels in accordance with the new regulations; at the same time, update and supplement practical support policies for learners and educational institutions in the coming period, especially in difficult areas, borders, islands, ethnic minority areas, mountainous areas, vulnerable and priority subjects.
According to the assessment of professional agencies, these adjustments will help educational institutions be more proactive in organizing nurturing, care and educational activities; reduce the cost burden for parents; increase policy coverage; ensure fairness in receiving educational services. Thereby, contributing significantly to the successful implementation of the goal of universalizing education and improving the comprehensive quality of education in the province in the period of 2025-2030, oriented to 2045.
With a proactive, humane and strategic approach, Quang Ninh is gradually realizing the view that “investing in education is investing in the future”. New, synchronous and outstanding policies not only motivate each student to study in better and more equal conditions, but also create a solid foundation for the province to build quality human resources, meeting the requirements of rapid and sustainable development in the new period.
