Human resource development is a matter of great importance to the nation, to each locality and unit. Looking back over the past year, with a strategic vision and comprehensive solutions, Son La province has gradually improved the quality of education and training, implementing comprehensive and high-quality human resource development solutions to meet the requirements of innovation, integration, and sustainable development.

The Vân Hồ Ethnic Boarding School for Secondary and High School students has been built in a modern and spacious manner.

In 2025, departments, agencies, and localities in the province will continue to effectively implement the objectives of Resolution No. 09-NQ/TU dated January 21, 2021, of the Provincial Party Committee on human resource development for the period 2021-2025, with a vision to 2030. This includes focusing on the decisive implementation of fundamental and comprehensive educational reforms at all levels, from building standard infrastructure to improving the quality of staff and teachers. Simultaneously, they will refine mechanisms and policies, creating a favorable environment and conditions for learners, workers, and cadres and intellectuals to study, work, and contribute with peace of mind; and implement projects and policies to create momentum for human resource development, such as: the Project to create a pool of young cadres, female cadres, and cadres from ethnic minorities by 2030; Policies supporting primary school teachers in providing enhanced Vietnamese language instruction for ethnic minority students; policies on tuition fee exemptions and reductions, and support for students...

Mr. Nguyen Van Chien, Director of the Department of Education and Training, stated: The Department has promoted digital transformation throughout the entire sector, applying information technology and artificial intelligence in management and teaching; focusing on standardizing the qualifications of management staff and teachers in terms of professional expertise, pedagogical skills, and technology. Teacher evaluation is implemented according to professional standards. At the same time, the Department actively advises the Provincial People's Committee on investing in infrastructure, building schools that meet national standards, and high-quality high schools.

By the end of 2025, the province's school network will comprise 609 educational institutions; 72.9% of schools and classrooms will be structurally sound; 572 out of 609 schools will meet minimum infrastructure standards; 437 schools will meet national standards; over 23,000 management staff and teachers will be standardized, gradually meeting the requirements of fundamental and comprehensive educational reform; the graduation rate for high school students in 2025 will reach 99.59%; over 1,900 students will win awards at the provincial-level excellent student competition for junior and senior high school students; and 34 students will win national-level excellent student awards.

A key focus in human resource development is the innovation of career guidance and vocational training, closely aligned with the needs of the labor market. Currently, the province has three vocational training institutions: Son La College, Son La Medical College, and Son La Technical College. These vocational training institutions have prioritized digital transformation and the application of information technology in teaching, gradually improving the quality of human resource training for the province. To date, the percentage of trained workers in the province has reached over 61%; the percentage of trained workers receiving diplomas and certificates is over 26%. Many programs focus on equipping individuals with digital skills, artificial intelligence, and data analytics to meet the demands of digital transformation and international integration.

Mr. Nguyen Xuan Thang, Vice Principal of Son La College, shared: The school currently maintains 36 vocational training programs at the college and intermediate levels, including fields such as: preschool education, electrical and electronic engineering technology, information technology, plumbing and electrical engineering, tourism guidance, hotel management, animal husbandry and veterinary medicine, crop cultivation and plant protection, business accounting, office administration, and arts-related fields… Each year, the school attracts nearly 3,000 students, including those in parallel high school and vocational training programs for students graduating from junior high school.

Faced with the increasingly high demands of society, requiring a workforce that not only meets quantitative requirements but also possesses professional qualifications, vocational skills, creative thinking, and the ability to adapt flexibly to the rapid development of science and technology and the process of international integration, Son La province continues to focus on implementing comprehensive solutions to improve the quality of education and training, developing human resources in line with practical needs and the development orientation of the locality.

Furthermore, Resolution No. 71-NQ/TW dated August 22, 2025, of the Politburo on breakthroughs in education and training development, with its important policies, will open up many new opportunities for human resource development; it will serve as a basis for the province to continue improving mechanisms and policies for education development, raising the quality of human resources in key areas such as high-tech agriculture, healthcare, education, information technology, renewable energy, and tourism... This is the "foundation" for Son La to continue realizing its development aspirations, gradually transforming human potential into a competitive advantage in the new era.

Thanks to a determined commitment to innovation and improving the quality of education at all levels and vocational training, the quality of human resources in the province has gradually improved, basically meeting the requirements of socio-economic development. Entering the new year, with the comprehensive solutions that have been and are being implemented, it is believed that Son La province will make breakthroughs in human resource development, creating a solid foundation for sustainable development in the future.
