Training and guidance on the General Inventory of Public Assets and the management and use of public assets after organizing administrative units at all levels according to the 2-level local government model

On December 1, 2025, the Department of Finance coordinated with the Department of Public Asset Management, Ministry of Finance to organize a training conference to guide the General inventory of public assets at agencies, organizations, units, infrastructure assets invested and managed by the State; training on the management and use of public assets after organizing administrative units at all levels according to the 2-level local government model in Lang Son province. Attending the conference were comrade Doan Thanh Son, Vice Chairman of the Provincial People's Committee, Head of the Steering Committee for the General Inventory of Public Assets of Lang Son province; leaders of the Department of Public Asset Management, Ministry of Finance; members of the Steering Committee for the General Inventory of Public Assets of the province; representatives of leaders of relevant departments and branches and nearly 300 cadres, civil servants and public employees directly advising on the management and use of public assets, the general inventory of public assets at agencies, units, communes and wards.

Comrade Doan Thanh Son, Vice Chairman of the Provincial People's Committee, gave a speech at the conference.

Speaking at the Conference, Comrade Doan Thanh Son, Vice Chairman of the Provincial People's Committee, emphasized that through the training course, cadres and civil servants will be equipped with more knowledge, have a firm grasp of the processes and operations in the management and use of public assets, and will have their difficulties and problems in the management and use of public assets resolved after the arrangement of administrative units according to the 2-level local government model. At the same time, they will be given specific instructions on the scope, subjects, principles, processes, and operations to carry out the general inventory of public assets in 2026. Thereby, ensuring that the management of public assets of the province is carried out in a unified, transparent, and complete manner according to regulations, improving the efficiency of use and avoiding loss and waste of public assets.

He requested that trainees attend the training fully, seriously, and on time; proactively study the instructions; focus on discussing and clarifying difficulties and problems arising in their agencies and units; on that basis, effectively apply the training results to advise in the process of carrying out the general inventory and management of public assets in the coming time. He also requested the Department of Finance to preside over and coordinate with relevant agencies to continue advising the Provincial People's Committee on the management and use of public assets to ensure efficiency, consistency, and timeliness; especially to do a good job of the general inventory, the arrangement, and handling of public assets when reorganizing the local government apparatus.

According to the plan, the training course will take place for 1.5 days, from December 1, 2025 to December 2, 2025. In the program, the Reporter of the Department of Public Asset Management, Ministry of Finance will train the content: general inventory of public assets and instructions on using the general inventory software of public assets at agencies and units; management and use of public assets according to the provisions of the Law on Management and Use of Public Assets and Decree No. 186/2025/ND-CP dated July 1, 2025 of the Government detailing a number of articles of the Law on Management and Use of Public Assets. Through the conference, it is aimed to equip knowledge, improve capacity and professional qualifications for the team of cadres, civil servants and public employees in the management of public assets at agencies and units in Lang Son province./.
