The situation continues to be complicated.

According to a report by the National Steering Committee 389, in the third quarter of 2025, the situation regarding crimes and violations of laws on the production and trading of counterfeit goods, goods infringing intellectual property rights, goods violating labeling regulations, trading of expired or unidentifiable goods, trading of smuggled goods, goods without invoices or documents, and livestock products infected with diseases... continued to be complex.

Activities exploiting e-commerce, social media, express delivery services, and postal services to transport and sell goods of unknown origin, counterfeit goods, and substandard goods have increased sharply in major provinces and cities such as Hanoi , Phu Tho, Hai Phong, Hung Yen, Bac Ninh, Ho Chi Minh City, and Dong Nai.

Through the prevention and combat efforts of law enforcement agencies, the whole country has detected, arrested, and processed more than 31,000 cases, collecting over 3,600 billion VND for the state budget; 462 cases have been prosecuted criminally with 915 individuals.

As a key area, Hanoi continues to strengthen its market inspection and control forces.

According to the Steering Committee 389 of Hanoi City, in October 2025 alone, functional forces inspected and seized 3,378 cases related to smuggling, trade fraud, and counterfeit goods; handled 3,257 cases, including 3,248 administrative cases and 9 cases prosecuted with 19 defendants.

To proactively prevent and curb the increase in smuggling and trade fraud during the Tet holiday, the National Steering Committee 389 requests ministries, sectors, and localities to continue to thoroughly understand and strictly implement the Government 's directives, especially Directive 13/CT-TTg.

The urgent task is to advise the Head of the National Steering Committee 389 to issue and direct the effective implementation of the High-Intensity Plan to combat smuggling, trade fraud, and counterfeit goods before, during, and after the Lunar New Year of the Horse 2026.

Provinces and cities must continue to strengthen the local Steering Committee 389 according to the two-tiered government model to effectively organize the implementation of anti-smuggling, trade fraud, and counterfeit goods campaigns within their respective jurisdictions.

The Standing Office of the National Steering Committee 389 will monitor, inspect, urge, and summarize the results of the implementation of directives from the Government and the Prime Minister , as well as the peak plan to combat smuggling, trade fraud, and counterfeit goods before, during, and after the Lunar New Year of the Year of the Horse 2026, by ministries, sectors, and localities.

Stabilize the market and protect consumer rights.

As a densely populated area with high consumer demand, Hanoi has become a hotspot for smuggling, trade fraud, the sale of counterfeit and substandard goods, and intellectual property infringement.

Based on the results of prevention and handling over the past period, the Market Management force has found that infringing goods are very diverse, ranging from clothing, cosmetics, food, pharmaceuticals, functional foods to electronics and refrigeration equipment…

In particular, e-commerce and social media are being exploited as "territories" for the consumption of smuggled and counterfeit goods. This situation not only directly endangers the health and property of citizens but also distorts the business environment, affects the reputation of legitimate businesses, and undermines market trust.

According to Deputy Head of the Hanoi Market Management Department, Duong Manh Hung, in order to contribute to stabilizing the market situation of goods circulating in the city, serving shopping needs, and protecting the rights of consumers in Hanoi before, during, and after the Lunar New Year 2026, the Hanoi Market Management Department continues to issue specific plans and directives to implement a peak period, strengthening market inspection and control during the New Year, Lunar New Year, and Spring Festival of the Year of the Horse 2026.

Currently, Hanoi has established two inter-agency inspection teams to combat smuggling, trade fraud, and counterfeit goods in the city.

Inter-agency inspection teams will strictly adhere to the content of Plan No. 78/KH-BCĐ389/TP, focusing on preventing the trading of counterfeit goods, prohibited goods, substandard goods, goods of unknown origin, and other acts of commercial fraud.

At the same time, strengthen inspections of compliance with legal regulations in production and business activities, such as: registration, business licenses, invoices and documents, product labeling, quality, price, e-commerce activities and origin of goods.

"The Hanoi Market Management Force is committed to strictly handling violations, preventing smuggling, trade fraud, counterfeit goods, and substandard products, thereby contributing to protecting consumer rights and the reputation of goods in the capital," Mr. Duong Manh Hung informed.
