The Project Management Board for Investment in Construction of Civil, Industrial and Technical Infrastructure Works was assigned as the investor to implement the project of Avuong Primary - Secondary Boarding School, Tay Giang, Hung Son.
Quang Nam Construction Investment Project Management Board was assigned as the investor to implement the project of Dac Pring Primary and Secondary Boarding School, La Dee, La Ee.
At the meeting, the Project Management Board for Investment in Construction of Civil, Industrial and Technical Infrastructure Works and the Project Management Board for Investment and Construction of Quang Nam reported on progress and proposed many solutions to remove difficulties in the process of project implementation.
According to the committees, the projects are currently stuck in some procedures for evaluating feasibility study documents and facing difficulties in sourcing construction materials.
Surveys by units show that there are no local mines with guaranteed reserves; the most feasible solution is to utilize materials in riverbeds and streams as proposed by the Department of Agriculture and Environment. Through inspection, the communes have the nearest mining locations from 500m to 12km depending on the type of material.
Regarding compensation and site clearance, the Management Board requested the People's Committees of Avuong and Hung Son communes to promptly establish a Compensation Council, coordinate with the Land Fund Development Center to count, make plans and estimate costs to make advance payments to affected households.
The communes of Dac Pring, La Dee, and La Ee were asked to speed up land measurement and recovery records and mobilize people to hand over the site for leveling.
Regarding the infrastructure serving the construction, the Management Board proposed that Da Nang Electricity Company invest in power lines and transformer stations to supply electricity to the projects.
At the same time, it is requested that relevant departments and branches promptly remedy the landslide situation on the DH4.NG route to La Êê commune - the vital route serving the transportation of materials and construction, according to the recommendation of the Commune People's Committee.
The units also requested the City People's Committee to promptly consider the proposal of the Department of Agriculture and Environment on the material exploitation plan; at the same time, issue a decision assigning the investor of the compensation and site clearance project to the People's Committees of Dac Pring, La Dee and La Ee communes to have a basis for implementation.
The Department of Construction, Department of Finance, Department of Education and Training, Department of Industry and Trade and relevant units are requested to promptly give opinions on the appraisal of feasibility study documents to ensure the progress of school projects in mountainous areas.
Concluding the meeting, Chairman of the City People's Committee Pham Duc An commended and acknowledged the efforts of investors, relevant departments, branches and localities with school construction projects.
In difficult conditions, units have been proactive, responsible, and determined to implement important policies of the Politburo.
The Chairman of the City People's Committee emphasized that this is a particularly important political task that needs to be implemented immediately with a spirit of urgency and determination, avoiding the idea of doing it in a formal way or implementing it in a general way.
Any problems at any stage must be clearly reported and recommended; the head of the agency or unit must have a firm grasp of and be responsible for the progress and results of implementation.
In that spirit, for localities, the Chairman of the City People's Committee requested to stay close to the grassroots, close to the people, proactively propagate and mobilize people, and carry out well the work of compensation, clearance and site clearance.
It is necessary to clarify so that people understand that this is a major policy of the Central Committee and the Politburo, aiming at the cause of educating people, especially for the future of children in the "fence" areas of the Fatherland.
The Chairman of the City People's Committee assigned the Department of Industry and Trade to direct the electricity sector to urgently complete the necessary procedures to ensure stable power supply, serving the construction on schedule. The units continue to coordinate closely, enhance the sense of responsibility, focus on removing difficulties so that the project can be implemented synchronously, ensuring progress.
The goal is for mountainous students to soon study in new, spacious, modern schools, meeting the requirements of educational development in the new period.
