
Risk of late-season rice planthopper outbreak
According to a report from the Department of Agriculture and Environment, the entire province has now finished harvesting the early spring rice crop and approximately 4,500 hectares of rice in general. The late spring rice crop is currently in the heading to milky ripening stage.
However, in the fields, the third generation of rice planthoppers is hatching in large numbers, with a common density of 200-300 individuals/m2, and in some areas reaching 2,000-3,000 individuals/m2. Particularly in some areas such as Xuan Giang, Xuan Hong, Xuan Hung, Xuan Truong, Hai Tien, Hai Quang, Hai An communes, etc., the localized planthopper density has reached over 7,000 individuals/m2. Approximately 3,500 hectares of land are infested with planthoppers and require continued urgent control measures, mainly concentrated in the southern communes of the former Nam Dinh province.
Implement response measures decisively.
Given the potential for pest outbreaks to significantly impact productivity, the Provincial People's Committee requests that relevant units urgently implement the following key tasks:
For the People's Committees of communes and wards: Assign officials to closely monitor each area, guide farmers in inspecting their fields to promptly detect and accurately determine the density of rice planthoppers. Direct immediate spraying in areas with a planthopper density of 1,000 or more per square meter. For rice fields that are about 80% ripe, guide people to carry out "harvesting to avoid planthopper infestation".
Increase the broadcast time for disseminating information on pest control measures based on the "four correct principles" on local radio systems, ensuring at least 2-3 broadcasts per day during peak periods. Take advantage of the opportunity to quickly harvest rice and other crops during the Winter-Spring season, while proactively implementing the production plan for the 2026 Summer crop season.

For the Department of Agriculture and Environment: Instruct the Plant Protection and Crop Production Sub-Department to closely coordinate with localities to closely monitor pest outbreaks until the end of the season. Strengthen inspection and control of the agricultural input market, and resolutely handle cases of trading in counterfeit and substandard goods.
The Irrigation Works Exploitation Limited Liability Companies: Proactively regulate water levels in a timely manner to serve farmers in caring for their crops and controlling pests and diseases; simultaneously, implement plans to prevent drought and flooding, and dredge canals to clear waterways in preparation for the upcoming crop season.
The Provincial People's Committee assigns the Department of Agriculture and Environment the responsibility of inspecting and supervising the implementation process, and regularly compiling the situation and reporting to the Provincial People's Committee for timely guidance.
