Focus on site clearance and ensure material sources for construction of North-South Expressway

Chairman of the Provincial People's Committee Vo Trong Hai requested units and localities to make the highest efforts, concentrate, clearly assign tasks, and set specific timelines for completing tasks related to the progress of the North-South expressway through Ha Tinh .

On the afternoon of June 5, the Steering Committee for the implementation of the North-South Eastern Expressway project in the 2021-2025 period, Bai Vot - Ky Anh section, met to listen to a report on mineral resources for common construction materials for the project and some contents related to site clearance work.

Chairman of the Provincial People's Committee Vo Trong Hai - Head of the Steering Committee and Vice Chairman of the Provincial People's Committee Tran Bao Ha - Deputy Head of the Standing Steering Committee chaired the meeting. Also attending were leaders of relevant departments, branches, localities, investors and contractors.

The North-South Eastern Expressway Project, phase 2021-2025, through Ha Tinh province, is 102.38km long, including 3 sections: Bai Vot - Ham Nghi, Ham Nghi - Vung Ang and Vung Ang - Bung. Along with that, there are 3 expressway connecting routes with a length of 12.18km, namely Ngo Quyen - DT.550 road, the expressway parallel road connecting DT.550 - Ham Nghi extension and Cam Quan - National Highway 1 road.

With the mobilization of the entire political system and the high consensus and support of the people, up to now, Ha Tinh has counted 99.96%, approved 91.17% of the compensation plan and handed over the site to the investor at 89.23%. The progress of disbursement of GPMB capital is 992.5/2,578.69 billion VND, reaching 38.5%.

Localities in Ha Tinh have planned to build 28 resettlement areas and 4 cemeteries to relocate households and excavate graves within the project's land acquisition area. To date, 32 construction site planning locations have been approved by the Provincial People's Committee. Regarding design documents, 28/32 locations have been appraised and approved.

Currently, 16 resettlement areas have started construction (Duc Tho 1, Can Loc 5, Thach Ha 6, Ky Anh 3 and Ky Anh Town 1). In addition, Ky Anh district has also started construction of 2 cemeteries.

Along with the construction of resettlement areas, Ha Tinh is also focusing on the relocation of works and technical infrastructure (electricity lines, fiber optic cables, water lines...) within the scope of land acquisition for the expressway project.

Chairman of Cam Xuyen District People's Committee Ha Van Binh reported on the progress of site clearance, the implementation of resettlement area construction and coordination with investors and contractors in planning construction material sources to implement the project.

Ha Tinh plans to have 16 licensed construction stone mines; 3 sand mines, of which 2 have been licensed for exploitation; 23 earth fill mines, of which 11 are planned and unlicensed; 11 licensed mining areas and 1 area proposed for addition to the Provincial Planning for the period 2021 - 2030, with a vision to 2050.

Up to now, the Department of Natural Resources and Environment has received 6 applications for mineral exploitation as common construction materials (5 soil mines, 1 sand mine), of which 2 mines have been approved by the Provincial People's Committee, 2 mines have been submitted to the Provincial People's Committee for consideration and approval, and 2 mines are completing their applications.

Director of Department of Natural Resources and Environment Le Ngoc Huan informed about the source of construction materials for the project.

At the meeting, units and localities reported on the progress of site clearance work, focusing on the process of building resettlement areas and relocating technical infrastructure works within the project's scope of influence.

Mr. Ho Ngoc Loan - Deputy Director of Thang Long Project Management Board - investor of 2 North-South expressway component projects, Bai Vot - Ham Nghi and Ham Nghi - Vung Ang sections, highly appreciated Ha Tinh's efforts in site clearance for the project.

Also at the meeting, the investor and the construction unit assessed that in the past time, the Provincial People's Committee and localities where the expressway passes through have made many efforts in site clearance, planning of common construction material sources, dumping sites..., serving the project implementation.

Up to now, the handed over area has reached nearly 90%, contributing to the project being started and constructed on schedule as required.

Construction unit representative reported some problems and difficulties regarding construction materials sources.

The investor and the construction unit also discussed the progress of the project and raised some difficulties and problems related to the construction, including the source of construction materials, and proposed some solutions and recommendations to speed up the project progress.

Delegates from departments, branches and localities of Ha Tinh also discussed with investors and contractors to clarify a number of issues and contents related to project site clearance and construction material sources for project construction.

Vice Chairman of the Provincial People's Committee Tran Bao Ha: In recent times, the Provincial Party Committee and the Provincial People's Committee have regularly directed, inspected and urged units and localities to focus on site clearance and ensure the source of construction materials for the North-South Expressway project. In order for the project to be implemented on schedule, it is recommended that units and localities actively coordinate with investors and contractors to remove difficulties and problems arising with the goal of handing over the site on time and ensuring the source of construction materials for the project.

Concluding the meeting, Chairman of the Provincial People's Committee Vo Trong Hai requested departments, branches and localities to continue to closely follow the direction of the Government, Prime Minister and Ministry of Transport in implementing site clearance work for the North-South Expressway project.

Units and localities need to make the most effort, concentrate, clearly assign tasks, promote the sense of responsibility of leaders, set specific timelines for completing tasks, speed up site clearance work such as the process of building resettlement areas, relocating power line infrastructure, contributing to ensuring the handover of land in accordance with the requirements of the Government and the Ministry of Transport.

The Steering Committee members and the assigned agencies (Department of Transport, Department of Natural Resources and Environment, Department of Agriculture and Rural Development, support team, etc.) regularly contact and connect with investors and construction units to closely follow the grassroots, grasp the situation to promptly advise the Provincial People's Committee on solutions to remove obstacles and difficulties, especially issues related to the supply of construction materials for project construction.

The Chairman of the Provincial People's Committee also requested that specialized agencies proactively grasp and guide investors and contractors in the procedures and order of granting mining permits for the expressway project, and eliminate unnecessary administrative procedures with the goal of creating maximum conditions for contractors to speed up the construction progress of project items.
