On the afternoon of November 11, comrade Nguyen Doan Anh, member of the Party Central Committee, Secretary of the Provincial Party Committee and comrades: Nguyen Hoai Anh, alternate member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Nguyen Hong Phong, Standing Deputy Secretary of the Provincial Party Committee, conducted a field survey and worked with the Management Board of Nghi Son Economic Zone and the province's Industrial Parks (Nghi Son Economic Zone and Industrial Parks) to assess the development situation of the province's most important economic driving force, and at the same time consider solutions to overcome difficulties and create strong changes in the coming time.

Reporting at the working session, comrade Trinh Huy Trieu, Provincial Party Committee member, Head of Nghi Son Economic Zone and Industrial Parks Management Board, said that Nghi Son Economic Zone has a planned area of ​​106,000 hectares, including 55 functional sub-zones, and is identified as one of the eight key coastal economic zones of the country.

Since its establishment, the Economic Zone has attracted 733 investment projects, including 75 FDI ​​projects.

The whole area has more than 100,000 workers, with an average income of 7.5 million VND/person/month; contributing annually over 50% of the total provincial budget revenue.

Comrade Trinh Huy Trieu, Provincial Party Committee member, Head of Nghi Son Economic Zone and Industrial Parks Management Board presented a report at the working session.

Currently, many large-scale projects in the Economic Zone have been operating stably, playing the role of key growth drivers, such as Nghi Son Refinery and Petrochemical Complex, Nghi Son Thermal Power Plant 1 and 2, Nghi Son Cement, metallurgical projects, construction materials... These projects contribute to promoting the formation of a complete industrial ecosystem in the Nam Thanh - Bac Nghe area. Along with that, the technical infrastructure system in the Economic Zone has been gradually invested synchronously.

Besides the positive results, the report shows that many problems have arisen and need to be focused on, such as the slow progress of site clearance in some areas; investment in technical and social infrastructure has not met requirements; some industrial park infrastructure projects are unfinished; administrative procedures are still inadequate and lack connectivity.

According to the Management Board of Nghi Son Economic Zone and Industrial Parks, the implementation of projects funded by Resolution 37/QH15 is still slower than required. Major projects in the energy sector such as Nghi Son LNG Thermal Power Plant, conversion of Cong Thanh Thermal Power Plant to LNG, Dao Me LNG Terminal... are facing difficulties in investment procedures, land access, capital mobilization, requiring drastic direction and specific mechanisms to promote progress.

For 19 industrial parks outside Nghi Son Economic Zone, although they have attracted 404 secondary investment projects, many areas have degraded infrastructure, lack of standard wastewater treatment plants, slow site clearance, and some areas have not even attracted infrastructure investors. Some places still have illegal construction and encroachment on technical corridors, affecting the general investment environment.

After listening to reports and conducting field surveys at Nghi Son Economic Zone, Vice Chairman of the Provincial People's Committee Mai Xuan Liem and leaders of departments and branches discussed and clarified each group of issues, pointing out the long-standing problems in site clearance, coordination mechanisms between branches, and inadequate administrative procedures.

Opinions suggest that the Economic Zone Management Board and relevant departments and branches need to tighten discipline, improve enforcement effectiveness, and avoid delays that cause lost opportunities to attract investment.

At the same time, the Nghi Son Economic Zone Management Board and industrial zones need to innovate management thinking, remove difficulties; closely coordinate with local Party committees, authorities, and political systems to create consensus among the people, the companionship of the business community, and continue to play the role of "growth locomotive".

Concluding the working session, Provincial Party Secretary Nguyen Doan Anh affirmed: Nghi Son Economic Zone is the growth nucleus, the number 1 driving force of the province in the vision to 2030 and 2045. The responsibility of all levels and sectors is to concentrate the highest resources, create strong breakthroughs for the economic zone to develop commensurate with its position.

The Provincial Party Secretary pointed out a number of key tasks: Nghi Son Economic Zone needs to complete its planning, open up new development space, in which it is necessary to ensure that the planning is one step ahead, has a long-term vision, and is closely linked to the goal of developing the province in a green and sustainable direction.

Resolutely handle bottlenecks in infrastructure and procedures, especially traffic projects, drainage, seaports, resettlement areas... must be carefully reviewed, responsibilities clearly assigned, and progress strongly urged. Along with that, selectively attract investment, prioritizing clean industrial and high-tech projects.

The Provincial Party Secretary requested the Nghi Son Economic Zone Management Board and industrial parks to review all planning, infrastructure, and operating mechanisms at industrial parks; strictly handle slow-progressing projects, and strengthen discipline in construction management.

The Economic Zone Management Board needs to strongly innovate management methods and improve service spirit. Proactively grasp difficulties at the grassroots level and closely coordinate with localities in site clearance. Review port system planning for potential investors. Pay attention to traffic infrastructure, assess the current status of residential areas in urban areas to invest in improving people's lives. Re-instruct the implementation of land procedures related to site clearance; allocate capital and items must ensure regulations and legality. Select qualified and reputable contractors. Pay attention to urban beautification, rural traffic infrastructure, and residential areas. Pay attention to environmental protection and water supply and drainage systems in the Economic Zone. Research breakwaters and implement sea encroachment to create land with the spirit of "thinking deeply, doing big". Focus on site clearance for resettlement so that Nghi Son Economic Zone becomes the number 1 growth driver of the province.

The Provincial Party Secretary assigned the Provincial Party Committee and People's Committee to focus on leadership so that Nghi Son Economic Zone can have new development steps; Nghi Son Economic Zone Management Board and Industrial Parks coordinate with local authorities to manage security, order, social safety, and improve people's lives.
