Socio -economic situation in the last month of the year continued to achieve many positive results.
According to the report at the conference, the province's socio-economic situation in the last month of 2024 continued to achieve many positive results. The industrial production index in December is estimated to increase by about 17.8% over the same period last year. The 12-month index increased by 30.0% compared to 2023. The industrial production value (current price) in December is estimated at nearly 74,180 billion VND; the whole year is estimated at over 684 trillion VND, exceeding the plan by 3.0%.
Total domestic budget revenue in 2024 is estimated at nearly 17,477 billion VND, equal to 112% compared to 2023, exceeding 21.6% of the provincial estimate. The disbursement rate of public investment capital in 2024 (disbursement period is calculated by January 31, 2025) in the whole province reached 97.8% of the plan. In December, the province attracted over 45.18 million USD of converted investment capital, equal to 60% compared to December 2023; the total newly granted and adjusted capital for the whole year reached 2.14 billion USD, equal to 65% of 2023.
The agricultural sector continued to produce stably. The work of medical care and public health continued to be focused on. The quality of medical examination and treatment at hospitals and medical facilities continued to be improved, increasingly meeting the needs of the people. Education and training activities were implemented according to plan to ensure discipline, order and efficiency. The fields of culture, information, physical education and sports were focused on. Policies to ensure social security and policies for people with meritorious services were fully, promptly and in accordance with regulations. Administrative reform and government building continued to be deployed and effectively organized. National defense and security work was comprehensively deployed.
At the conference, delegates focused on discussing the progress of capital disbursement for public investment projects, some transport projects implemented during the year; difficulties in national target program projects; ensuring livestock and crop protection; the arrangement of administrative units at district and commune levels; and the arrangement of departments, branches and units.
Some opinions from the sectors said that the local goods market is stable, ensuring supply for Tet. The functional sectors have launched a peak period of inspection and market control, preventing smuggled and poor quality goods. Regarding the production situation in the province's industrial zones and clusters, at the end of the year, some enterprises in the province's industrial zones lack labor for production and business activities. Regarding the work of ensuring security and order at the end of the year, the provincial police focused on patrolling, fighting and suppressing crimes, strictly handling organizations and individuals violating security, order and traffic safety during Tet; at the same time, focusing on general inspection of accommodation establishments, especially those renting entire houses to foreigners to prevent the risk of violating the law.
Focus on effectively implementing tasks from the first month of 2025
Concluding the conference, Comrade Mai Son - Acting Chairman of the Provincial People's Committee emphasized that in order to ensure effective implementation of tasks right from the first month of 2025, and at the same time, well organize for the people to celebrate a joyful, healthy, safe and economical New Year, all levels, sectors and localities need to be highly determined, focus on implementing the work drastically and effectively, striving to achieve and exceed the goals set for 2024. Complete the summary of the work in 2024 early in December and build and deploy the work in 2025 with the spirit of acceleration and breakthrough in all fields to exceed the goals and tasks set by the Resolution of the Provincial Party Congress.
Sectors and levels should pay attention to organizing activities to welcome the Lunar New Year 2025 safely, economically, healthily and creating a joyful and exciting atmosphere in the whole society without affecting work. Focus highly and resolutely direct the implementation of the tasks of summarizing Resolution No. 18-NQ/TW of the 12th Party Central Committee on streamlining the political system apparatus, improving the effectiveness and efficiency of operations to ensure compliance with the set schedule. In the immediate future, sectors and levels should develop projects, in which specific assignments are made to the presiding agency, coordinating agencies and completion deadlines. In the implementation process, sectors, levels and units should pay attention to personnel work; in the arrangement process, it is necessary to be truly impartial, democratic, objective, and encourage the working spirit of cadres, civil servants and public employees so as not to affect the work and settlement of administrative procedures for people and businesses.
Sectors and localities promote solutions to increase budget revenue right from the beginning of the year. Urge investors to speed up construction progress, disbursement of public investment capital, national target program capital to ensure completion according to the set plan, striving to reach 98%. Continue to promote compensation and site clearance for projects, key works on traffic, infrastructure of industrial parks and clusters.
Proactively monitor and forecast early the supply and demand of goods, especially essential goods, and develop plans to ensure supply and demand balance, stabilize market prices of goods to serve production and people's daily needs, especially during the Lunar New Year and early 2025. Strengthen food safety and hygiene inspection, control of goods, and combat smuggling, counterfeit goods, and fake goods to ensure people's health and protect consumers.
Focus on implementing well the guidance on crop care, proactively develop plans to prevent and combat severe cold; prevent and combat diseases for crops and livestock, especially foot-and-mouth disease and African swine fever, strictly control to limit damage, ensure stable production for people. Strengthen inspection, protection, and forest fire prevention and fighting. Pay attention to taking care of people's material and spiritual life and health during the Lunar New Year 2025.
He requested all levels, sectors and localities to strengthen social security work, take care of Tet for the people, especially policy families, poor households, social protection beneficiaries, workers in difficult circumstances and well direct activities of visiting, encouraging and giving gifts to policy beneficiaries during Tet. Grasp the implementation of regimes and policies for workers, promptly detect and direct and take measures to resolve strikes, work stoppages and collective labor disputes to avoid complicated and unusual problems.
The Department of Culture, Sports and Tourism and localities should organize well cultural, sports and urban beautification activities, and promote tourism during the New Year. Focus on successfully organizing the Bac Giang Culture and Tourism Week in 2025 to create a joyful and exciting atmosphere for the people; ensure security and order, strengthen crime suppression, control traffic accidents, prevent fires and explosions, and successfully complete the military recruitment in 2025.
Media agencies in the province are interested in supporting the propaganda of labor recruitment for enterprises in the area. The Department of Labor, War Invalids and Social Affairs directs districts, cities and towns to increase propaganda on the grassroots radio system about labor recruitment information of enterprises and mobilize workers working far away to return to their localities to work at enterprises in the province.

At the conference, delegates gave their opinions directly and voted to approve a number of draft documents including: Plan to implement Resolution No. 380-NQ/TU dated December 4, 2024 of the Provincial Party Committee Standing Committee on building and developing Hiep Hoa district into a town by 2027; Decision to promulgate Regulations on conditions for achievements, results, and products for positions and titles expected to be appointed as leaders and managers in state administrative agencies and standards for titles of management officials in public service units under the management scope in Bac Giang province; Decision to promulgate Regulations on coordination in ensuring security of the entire information network system and important information that needs to prioritize network security in Bac Giang province; Proposal to develop a Resolution of the Provincial People's Council on policies to attract and support training of human resources in Bac Giang province, period 2025-2030.
Delegates voted to approve a number of draft documents: Proposal to develop a Resolution of the Provincial People's Council regulating the level of social assistance payment costs through payment service providers in Bac Giang province; Proposal to develop a Resolution regulating the authority to decide on approving tasks and budget estimates for purchasing assets and equipment; decentralization of authority to decide on approving tasks and budget estimates for renovating, upgrading, expanding, and constructing new construction items in projects invested in construction from regular state budget expenditure sources in Bac Giang province; Proposal to develop a Resolution of the Provincial People's Council regulating the level of payment for the State to supplement the lost area of specialized rice-growing land or increase the efficiency of rice-growing land use; principles, scope, support levels, and use of funding sources for protecting rice-growing land in Bac Giang province; Propose to develop a Resolution of the Provincial People's Council regulating the level of expenditure to ensure the organization of compensation, support and resettlement when the State acquires land in Bac Giang province; Decide to abolish the decisions of the Bac Giang Provincial People's Committee.
