Focus on disbursement of public investment capital from now until the end of the year

Evaluation of the results of the first 10 months of the year

Speaking at the opening of the meeting, Chairman of the Provincial People's Committee Nguyen Hoang Giang requested departments, branches and localities to focus on discussing and clarifying the results of task implementation in October and the first 10 months of 2025, pointing out limitations and difficulties and proposing specific solutions to complete the socio -economic development tasks in 2025, especially targets on budget revenue and disbursement of public investment capital.

In October 2025, the Provincial People's Committee assigned 17 tasks, of which 11 tasks were completed, 01 task was extended, 05 tasks are being implemented. Up to now, the Provincial People's Committee and the Chairman of the Provincial People's Committee have assigned 704 time-limited tasks to heads of departments, branches, sectors and Chairmen of People's Committees of communes, wards and special zones; of which 642 tasks were completed, 21 tasks were overdue and 41 tasks are being implemented.

The leaders of the Department of Finance reported on the results of performing tasks in October and the first 10 months of the year.

From July 1 to November 6, 2025, the Provincial Administrative Procedure Information System received 17,848 records, processed 16,280 records (98.42% on time and before deadline), and 94.8% of online records. The Public Administration Service Centers at the commune, ward, and special zone levels received 203,785 records, and processed 194,913 records.

According to the report of the Department of Finance, the total product in the province (GRDP) in the third quarter is estimated at 23,875.8 billion VND, up 8.40% over the same period; in 9 months it is estimated at 65,452.7 billion VND, up 10.15%. The index of industrial production (IIP) increased by 10.81% over the same period; in October alone, it increased by 2.72% over the previous month. The agricultural sector remained stable, controlling the epidemic well; the consumer price index (CPI) in October increased slightly by 0.39% over the previous month, the average increase in 10 months was 3.23%.

Total state budget revenue in October is estimated at VND3,533 billion; accumulated revenue in 10 months reached VND27,999 billion, up 6.4% over the same period and reaching 75.3% of the estimate. Disbursement of public investment capital up to October 31 reached VND4,881 billion, equivalent to 61% of the capital plan assigned by the Prime Minister .

The cultural and social fields are deployed synchronously, focusing on education, health care, and social security; fully implementing the regime and policies for non-professional workers at the commune level, guiding the settlement of funding to support staff streamlining according to regulations. National defense, security, and social order and safety are maintained; foreign affairs and investment cooperation continue to be expanded, contributing to effectively mobilizing resources for development.

Speed up disbursement, ensure highest completion of targets in 2025

Concluding the meeting, Chairman of the Provincial People's Committee Nguyen Hoang Giang briefly assessed the socio-economic situation in the first 10 months of the year, pointed out a number of shortcomings and limitations that need to be overcome and reviewed the advantages and difficulties in performing tasks in the past time, especially natural disasters and floods that have caused heavy damage to the province's economy. The Chairman of the Provincial People's Committee requested all levels and sectors to urgently review and overcome the consequences of storms and floods, and mobilize all forces to soon stabilize people's lives and production.

The Chairman of the Provincial People's Committee emphasized that the tasks in the last two months of the year are extremely heavy. To complete the goals, the departments, branches and localities are required to closely follow the direction of the Government, the Central Ministries, the Provincial Party Committee, the People's Council and the Provincial People's Committee to resolutely, synchronously and effectively implement solutions to promote economic growth, organize and manage the budget tightly and economically, and strive to achieve the highest level of socio-economic development targets in 2025.

The Chairman of the Provincial People's Committee noted the need to accelerate the disbursement of public investment capital, avoiding backlogs and delays, considering this a key task from now until the end of the year. At the same time, continue to effectively implement solutions for revenue and expenditure, prevent revenue loss, use the budget economically and effectively; strengthen inspection and supervision of the progress of key projects, ensuring the progress and quality of works.

Assign specialized agencies to closely monitor the activities of two-level local governments, promptly grasp, synthesize, and propose solutions to remove difficulties and obstacles in the process of implementing the two-level local government model in communes, wards, and special economic zones, ensuring the system operates stably and effectively.
