Proactively identify the situation to take appropriate measures
The majority of National Assembly deputies highly agreed with the work reports of the Chief Justice of the Supreme People's Court and the Chief Prosecutor of the Supreme People's Procuracy ; the work of preventing and combating crimes and law violations; the work of enforcing judgments; the work of preventing and combating corruption in 2025. At the same time, they highly appreciated the results of supervising the settlement of voters' petitions sent to the 9th Session of the 15th National Assembly; the results of receiving citizens, handling petitions and resolving citizens' complaints and denunciations in 2025.

National Assembly Deputy Nguyen Tuan Anh (Dong Nai) said that the Government, the Ministry of Public Security , and relevant sectors and localities have proactively identified the situation and proposed appropriate measures. Many serious and especially serious crimes continue to be contained; many major cases involving drugs, black credit, smuggling, corruption, economics, and positions have been cracked down.

National Assembly Deputy Nguyen Thi Thuy (Thai Nguyen) emphasized that in the context of implementing the new model, difficulties are inevitable, but the Supreme People's Procuracy has made great efforts to promptly arrange and perfect the apparatus of the entire industry. At the same time, it has closely coordinated with the Ministry of Public Security to sign joint circulars to ensure that wherever there are investigation activities, there are also activities of the Procuracy, strengthening the responsibility of the prosecution to "closely follow and closely" with investigation activities. The initial results, although being a new model organization, have gradually become routine, with many assigned targets even higher than in 2024.
Regarding the trial work of the Court, according to delegate Nguyen Thi Thuy, the rate of resolving all types of cases during the entire term far exceeded the targets assigned by the National Assembly, even targets that were very difficult to achieve were also greatly exceeded. Especially in the recent past, people have felt more and more clearly about the adversarial trial in our country when courts at all levels do not limit the time for litigation, creating all conditions for the prosecution and defense to exercise the right to litigation, all issues raised in the litigation must be resolved to the end and must be reflected in the judgment.
Cybercrime is increasingly dangerous and sophisticated.
One of the issues that many National Assembly deputies are interested in is crime prevention and law violation prevention in 2025.

National Assembly Deputy Nguyen Huu Thong (Lam Dong) stated that, in addition to the achieved results, it is necessary to frankly acknowledge that the work of preventing crimes, including online fraud and property appropriation crimes, has not really met the people's wishes and expectations.
In fact, the number of cases of people being scammed through impersonating banks, police agencies, courts, financial investments, and online trading of goods still occurs at a high frequency; many people have had all their life-long assets confiscated, even falling into debt and deadlock. In many cases, the victims promptly reported to the authorities, but tracing the money flow, identifying the ringleaders and recovering assets still faces many obstacles because the subjects use bank accounts that are not under their ownership, virtual e-wallets, servers located abroad, and operate in an organized, transnational manner.
Delegate Nguyen Huu Thong emphasized that this is an issue that has received special attention from voters and the people in recent times. Acknowledging that the situation of information technology and telecommunications network crimes in recent years has been resolutely handled by the authorities, with a decrease of 11.53%, but from the reality of the incidents, the delegate noted the particularly dangerous nature, sophisticated tricks and increasingly large scale of high-tech fraud crimes. This situation also reflects the great difficulties in detecting, investigating, handling and recovering assets for victims.

To help people feel secure and safe when making transactions and avoid being scammed or having their assets appropriated in cyberspace, delegate Nguyen Huu Thong suggested that the Government focus on perfecting laws on preventing and combating high-tech crimes, protecting personal data, managing digital platforms and payment intermediaries.
Along with that, it is necessary to increase investment in resources, equipment, and specialized training for specialized forces; promote international cooperation in cross-border asset tracing and recovery; improve propaganda effectiveness, equip people with anti-fraud skills; tighten management of junk SIM cards, unregistered bank accounts, and inspect platforms with high risk of fraud.
Sharing this view, delegate Nguyen Tuan Anh emphasized that in the context of strong digital transformation, crimes are constantly changing in methods and tricks, requiring continued innovation in management thinking, institutional improvement, force modernization and promoting the strength of the entire people. Good implementation of crime prevention and control work and law violations will contribute to protecting a peaceful life and the development of the country.
At the discussion session, National Assembly delegates also recommended that the Government continue to promote the implementation of many synchronous solutions in the fight against crimes related to the environment, resources, food safety, drugs, etc. because these are common violations with many complicated developments.
