The real estate market is gradually recovering.
Reporting at the session, Deputy Minister of Construction Nguyen Van Sinh stated that the overall picture of the nationwide real estate market in recent times shows clearer signs of recovery compared to the previous period, but still harbors many difficulties and challenges.
Accordingly, nationwide there are currently 3,297 real estate projects with a scale of approximately 5.9 million units, and a total investment of over 7.42 trillion VND.

Regarding transactions, data shows that the real estate market was sluggish during the 2020-2021 period, with only over 280,000 transactions recorded each year. From 2022 to the present, the market has gradually recovered, with a significant increase in transactions, ranging from approximately 537,000 to 785,000 transactions per year, spread across various types and segments of real estate.
Regarding price levels, in recent years, the prices of houses, land plots, and many other types of real estate have continued to increase year after year, but the rate of increase varies across different segments.
Regarding social housing, the whole country has 698 projects underway with a scale of 657,441 units, of which 193 projects have been completed, 200 projects are under construction, and 305 projects have received investment approval, reaching approximately 62% of the target of the Project to build 1 million social housing units. In 2025 alone, the country is expected to start construction on 90 new projects with 95,630 units, with 18 localities expected to meet or exceed their assigned targets, including Nghe An.

At the conference, representatives from many provinces and cities such as Khanh Hoa, Thanh Hoa, Hai Phong , Hung Yen, etc., reported specifically on the real estate market situation in their areas. The consensus was that the market is basically stable and shows positive signs of recovery, but many projects are still delayed due to legal obstacles, land clearance issues, and difficulties in accessing capital. Some localities also reported an imbalance in product structure, a shortage of social housing, and affordable housing for people, especially workers in industrial zones.
Specifically for Nghe An province, there are currently 212 housing and urban development projects with a total land area of approximately 2,907 hectares; these projects, both completed and underway, are expected to provide over 110,930 housing units, including about 32,000 social housing units, to meet the increasing housing needs of the people.
Notably, from 2021 to the present, Nghe An has completed 4,323 social housing units and housing for industrial zone workers; in 2025 alone, approximately 2,548 units are expected to be completed and put into use, exceeding the target set by the Prime Minister.
Removing institutional obstacles and developing a transparent and sustainable market.
Concluding the conference, Prime Minister Pham Minh Chinh emphasized that, regarding social housing, in previous terms, this field had not achieved the desired results; however, in the current term, especially after the COVID-19 pandemic, the implementation of the Project to build 1 million social housing units has created a clear breakthrough.

To date, the target of building 100,000 social housing units by 2025 has been exceeded, demonstrating strong determination and the right approach. The Prime Minister commended and acknowledged the achievements, and stated that if this momentum continues, the target of 1 million social housing units could be achieved by 2027-2028.
The Prime Minister requested that localities continue to build on the achievements already made, proactively allocate land, expedite investment procedures, ensure the supply of construction materials, and create favorable conditions for the sustainable development of social housing, targeting the right beneficiaries and meeting the real housing needs of the people, thereby contributing to reducing real estate prices and stabilizing social security. During the implementation process, if any difficulties or obstacles arise, ministries, sectors, and localities must promptly report them for immediate resolution, without allowing them to drag on.
Regarding the real estate and commercial housing market, the Prime Minister assessed that the market has seen positive changes and is gradually recovering, thanks to the synchronized and decisive involvement of the entire political system.
The Prime Minister has assigned the Ministry of Construction to lead and coordinate with relevant ministries and agencies in building and perfecting the national database on the real estate and housing market, striving to complete it in the first quarter of 2026. At the same time, a comprehensive review of overlapping and inadequate legal regulations should be conducted to further develop a healthy, stable, and sustainable real estate market.

Regarding funding for the real estate market, the Prime Minister requested diversification of capital mobilization channels, such as corporate bonds, bank credit, and other legitimate sources of capital, avoiding over-reliance on the banking system. Ministries and agencies need to strengthen coordination, control real estate prices, effectively address inventory issues, promote digital transformation in market management and development, and ensure the market operates openly, transparently, and cleanly.
