Focus on removing obstacles and promoting the development of social housing.

The meeting was held in person at the Government Headquarters and online with participation from 34 provinces and cities. Attending from the Thai Nguyen provincial branch were Ms. Nguyen Thi Loan, Vice Chairman of the Provincial People's Committee, and leaders of several relevant departments and agencies.

In 2025, the Central Steering Committee on Housing Policy and Real Estate Market closely followed the resolutions, conclusions, and directives of the Central Committee, the Politburo , the Secretariat, and the Government; proactively and comprehensively implementing tasks according to the program and plan.

The leadership and management work has been carried out decisively, with a focus on key areas; the coordination mechanism between ministries, sectors, and localities has been strengthened, promptly resolving many difficulties and obstacles in the implementation process, contributing to improving the effectiveness and efficiency of state management, promoting the healthy and sustainable development of the real estate market, and effectively implementing social housing policies.

According to a report by the Ministry of Construction, there are currently 2,169 commercial housing and urban development projects nationwide. Of these, 611 projects have been completed with nearly 1 million units; 1,114 projects are under construction with over 529,000 units; and 444 projects have received investment approval.

Regarding investment in infrastructure development to transfer land use rights to people for self-construction of housing, the whole country is currently implementing 548 projects, with over 108,800 plots and land parcels. In addition, the country has 218 tourism and resort projects with a total investment of approximately 1.86 trillion VND; 223 commercial, service, and office building projects with a total investment of 544.3 trillion VND; and 447 industrial parks have been established, with a total industrial land area of approximately 93,000 hectares.

In addition, the whole country has 698 social housing projects under implementation, with a scale of 657,441 units. Of these, 193 projects have been completed with 169,143 units; 200 projects have commenced construction and are under implementation with 134,111 units. The total number of completed, commenced, and approved investment projects by 2025 will reach approximately 62% of the target of the "Investment in the construction of at least 1 million social housing units for low-income earners and industrial park workers in the period 2021-2030" plan. In 2025 alone, the whole country completed 102,633 out of 100,275 units, achieving 102% of the plan.

Ms. Nguyen Thi Loan, Vice Chairperson of the People's Committee of Thai Nguyen province, delivered a speech at the conference.

Speaking at the session, Ms. Nguyen Thi Loan, Vice Chairwoman of the Thai Nguyen Provincial People's Committee, said that, closely following the directives of the Government and the Central Steering Committee, Thai Nguyen province has implemented many comprehensive solutions to promote the development of the real estate market, with a focus on developing social housing.

To date, the province has identified 49 land plots for social housing development with a total area of approximately 158.81 hectares, in accordance with approved urban and rural planning; the allocation of 20% of land in urban and housing projects has been strictly implemented.

By 2025, the entire province will have completed 8,875 social housing units. Of these, 7,691 units were completed before 2020, mainly serving industrial park workers and students; 1,184 units belong to 3 projects licensed for construction and implementation in the 2021-2024 period.

In 2025 alone, Thai Nguyen province was assigned a target of 1,084 social housing units and completed 4,223 units, exceeding the central government's plan by 3,139 units. Currently, the province has 8 social housing projects with 8,789 units that have received investment approval. During the 2026-2030 period, Thai Nguyen plans to implement 7 projects with a total scale of approximately 9,504 units.

Thai Nguyen province has requested the Government to direct relevant ministries and agencies to coordinate in standardizing, integrating, and linking social housing data into the national database and the VNeID application to improve management efficiency, ensure that beneficiaries receive the correct number of housing units, and facilitate the application process for citizens.

Concluding the session, Prime Minister Pham Minh Chinh emphasized that developing social housing is an important socio-political task and a pillar of social security. The Prime Minister requested ministries, sectors, and localities to shift their thinking strongly from "management" to "service," review and reduce administrative procedures that cause bottlenecks; assign projects to capable enterprises, and implement appropriate solutions to reduce the price of commercial housing.

The Prime Minister requested that localities proactively develop targets for social housing and rental housing in 2026; urgently establish local housing funds; and that ministries and agencies strengthen guidance on developing social housing development plans for the 2026-2030 period, striving to complete the program ahead of schedule.
