Representatives from the Project Management Boards of Thuan Thanh, Kinh Bac, and Que Vo districts reported in detail on the implementation status of 14 projects, the remaining obstacles, and proposed recommendations for the Provincial People's Committee to consider and direct the resolution of these issues for each project. The main obstacles included projects that were basically completed but lacked land handover decisions; issues with fire prevention and fighting measures; land clearance; and changes in planning and land use structure.

Specifically, the Thuan Thanh Construction Project Management Board is the investor for two projects: the construction of Vu Kiet Junior High School, which is currently basically completed but the land has not yet been handed over, so it is impossible to proceed with acceptance testing, handover of the project, and final settlement; and there is no funding to carry out the equipment procurement package for the project…
The infrastructure project for the expanded residential area in Lot No. 8, Ho Town, was completed and put into use in 2016, and handed over to the local authorities for management. The investor submitted the final settlement report immediately after the project was completed. Currently, there are still outstanding issues regarding interest expenses with the Bac Ninh Provincial Land Development Fund.

The Que Vo Construction Project Management Board is currently implementing a drainage system project in Que Vo district, approved in 2018 with a total investment of nearly 70 billion VND. The project is facing difficulties in land clearance for package 4, T3 line, approximately 450/1,279m in length. The project's implementation period expired in 2022. The unit is requesting the province to finalize the project's accounts.

The delegates discussed and clarified the recommendations of the Project Management Boards, while also pointing out legal regulations on the procedures for project implementation, land allocation decisions, project settlement, etc.; and requested that the units promptly apply these regulations and coordinate with relevant departments and localities to resolve any obstacles.
In his concluding remarks, Vice Chairman of the Provincial People's Committee Dao Quang Khai emphasized that the meeting aimed to discuss solutions to overcome difficulties and obstacles in projects that are behind schedule, in an unprecedented spirit, and to handle them urgently and decisively as directed by the Government . He basically agreed with the proposals and suggestions of the investors; requested that departments, localities, and units focus intensely, seriously, and responsibly on carrying out their tasks within their authority; and report results weekly to ensure progress.
Regarding the Vu Kiet Junior High School project, the investor needs to immediately send a document to the Department of Finance to request additional funding for the procurement of equipment to support the school's teaching activities; and coordinate with Thuan Thanh ward to carry out the land handover. For the infrastructure project of the expanded residential area, Lot No. 8 in Ho town, the investor should coordinate with relevant departments and agencies to approve the supplementary budget, including interest expenses, to definitively resolve the project's final settlement.
For other projects, the investor needs to conduct a detailed review and assessment to resolve any obstacles, with the general principle being to halt implementation and settle payments for work already undertaken.
The Vice Chairman of the Provincial People's Committee emphasized that the Provincial People's Committee will issue specific conclusions for each project and group of projects. Based on that, relevant departments, investors, and localities need to focus on resolving obstacles and completing the projects as soon as possible.
