Implementing the direction of the Prime Minister, Deputy Prime Minister - Head of the National Steering Committee on IUU at the 20th meeting of the National Steering Committee on IUU, ministries, branches and localities continue to deploy tasks and solutions to combat IUU fishing.
According to the report, localities have classified and compiled a list of fishing vessels that are not eligible for registration or are not eligible for a fishing license and assigned local authorities and functional forces to monitor and manage them to ensure they do not participate in fishing activities. Eight localities have completed handling the remaining administrative violations of lost connection to the vehicle monitoring system (VMS) and exceeding the permitted fishing boundary.
During the week, the Ministry of Agriculture and Environment completed 3 tasks. The eCDT software system has been deployed to all open fishing ports nationwide and is being implemented to control fishing vessels entering and leaving ports, monitor output through ports according to regulations, ensure transparency and legality in traceability of exported fishing products and is continuing to be completed. As of November 8, 99.9% of fishing vessels nationwide have been registered and updated on the national fisheries database; 88 vessels are not eligible for registration; 97.84% of fishing vessels are licensed, while 2.16% of fishing vessels are not eligible for licensing or license renewal...
For Ninh Binh province, implementing the direction of the Provincial People's Committee on combating IUU fishing, last week the province deregistered 379 fishing vessels due to being sold to other provinces, sunk, dismantled, or missing; the remaining 3 fishing vessels that were missing are listed and publicly announced at the People's Committees of communes. Procedures for buying and selling 219 fishing vessels inside and outside the province have been carried out in accordance with regulations, an increase of 6 vessels compared to last week. As of November 7, 2025, the province had 22 fishing vessels that were not qualified to operate. Currently, these fishing vessels are all gathered at centralized anchorage areas and management measures are applied...
Concluding the meeting, Prime Minister Pham Minh Chinh highly appreciated the spirit of resolutely implementing assigned tasks, and at the same time requested ministries, branches, provinces and cities to continue to focus maximum resources to resolutely combat IUU fishing. The National Steering Committee on IUU fishing strengthens connections and directs the handling of violations when detected. The implementation of anti-IUU fishing must continue to be carried out in the direction of "clear people, clear work, clear areas and must have specific results". Proactively strengthen control and inspection of assigned tasks, ensuring specific results. Provinces and cities regularly maintain measures to prevent unqualified fishing vessels from participating in activities, and prevent violations that have been corrected from recurring. Maintain forces to strictly control all fishing vessels entering and leaving fishing ports in accordance with regulations; immediately handle violations that have just been detected, especially fishing vessels violating foreign waters; Vessels that do not meet licensing requirements will be dealt with decisively.
