The official dispatch stated that in the past period, the Government and the Prime Minister have issued many decisive directives to resolve difficulties and obstacles for a large number of stalled and long-suspended projects, such as Resolution No. 17/NQ-CP dated January 26, 2026 and Notice No. 18/TB-VPCP dated January 9, 2026. Initial positive results have been achieved, including the resolution of issues for 5,203 projects, of which 3,289 are land-related projects, with approximately 1.67 trillion VND of resources unlocked.

In Resolution No. 23/NQ-CP dated February 7, 2026, from the regular Government meeting in January 2026, the Government assessed that achieving double-digit growth in 2026 faces many challenges, requiring a very large mobilization of social investment resources (35% of GDP) while the cost of capital mobilization tends to increase.
"The delay in completing and putting projects into operation is causing a waste of resources, affecting the target of 10% GDP growth in the first quarter of 2026 and double-digit growth for the whole year," the official dispatch stated.
To successfully achieve the goals of the Party's 14th National Congress Resolution, focusing on resolving outstanding issues of projects and promptly channeling remaining resources into socio -economic development in February and the first quarter of 2026, the Prime Minister requests Ministers, heads of ministerial-level agencies, government agencies, and chairpersons of People's Committees of provinces and centrally-administered cities:
Resolving difficulties for stalled projects is a key and urgent political task to combat waste and promote growth; ensuring responsibility, discipline, and a proactive spirit in addressing obstacles for citizens and businesses, unlocking and effectively utilizing stagnant resources for economic development goals; not legitimizing violations, and not creating new violations.
Effectively implement Resolution No. 17/NQ-CP dated January 26, 2026, of the Government on resolving difficulties and obstacles for long-standing stalled projects; ensure that no projects requiring resolution are overlooked or missed; and fully update information on difficulties, obstacles, and resolution results of projects on System 751.
The Prime Minister requested that the difficulties and obstacles of the project be classified and addressed immediately according to the authority of each locality, with the spirit that localities decide, localities act, and localities take responsibility.
For projects under their jurisdiction: Proactively resolve any obstacles and administrative procedures immediately, absolutely avoiding shirking or evading responsibility. Focus on resolving issues for large-scale investment projects, public investment projects, social housing, energy, and real estate projects.
For projects exceeding the authority of the agency: Promptly report clearly the obstacles encountered, propose specific solutions including amending legal regulations or issuing special mechanisms, and send the report to the Ministry of Finance for compilation and submission to the Steering Committee 751 and the Prime Minister.
In addition, focus intensely on resolving all difficulties related to projects and land issues in accordance with Resolution 265/2025/QH15 of the National Assembly; fully report all projects eligible for application of Resolution 170/2024/QH15 on System 751 before February 25, 2026, so that the Ministry of Finance can compile and report to the Government.
Based on the guidance documents of the Ministry of Finance and the actual project implementation situation, proactively resolve difficulties and obstacles within the local authority's jurisdiction in accordance with current laws; periodically report the results of the handling on System 751 on the 25th of each month.
The Ministry of Finance (the permanent agency of the Steering Committee 751) urges ministries, agencies, and localities to promptly implement this directive and report to the Prime Minister on any matters exceeding their authority (if any), the directive states.
