The Ministry of Education and Training has just announced a draft decree regulating salary and allowance policies for teachers to solicit comments from agencies, organizations and individuals. This is considered an important step to concretize the Party's guidelines and policies on salary and allowance policies for teachers, moving towards the roadmap to realize the policy of "teachers' salaries being ranked highest in the administrative career salary scale system".

Preschool teachers enjoy the highest special salary coefficient.

According to the draft decree, all teachers are entitled to a special salary coefficient. Of which, preschool teachers are entitled to a special salary coefficient of 1.25 compared to the current salary coefficient; other teaching positions are entitled to a special salary coefficient of 1.15 compared to the current salary coefficient.

For teachers teaching at schools, classes for the disabled, centers to support the development of inclusive education , and boarding schools in border areas, an additional 0.05 is added compared to the prescribed level.

The special salary coefficient is calculated with the salary level and is not used to calculate the allowance level. Thus, the formula for calculating the salary level for teachers is as follows:

Salary effective from January 1, 2026 = basic salary x current salary coefficient x specific salary coefficient.

Supplementing beneficiaries of responsibility allowances and mobility allowances

Regarding job responsibility allowance, the draft decree supplements the cases eligible for job responsibility allowance, including heads of professional groups, deputy heads of groups, heads of departments, deputy heads of departments, and equivalent; teachers of ethnic minority languages ​​in ethnic minority language training departments at universities; teachers teaching subjects in foreign languages ​​(except teachers of foreign languages ) ; teachers assigned to perform student counseling work.

The above regulation aims to meet the requirements of responsibility when teachers are assigned the position of head of a professional group, deputy head of a professional group, or head of a subject group, deputy head of a subject; ensure fairness in the responsibility allowance regime between teachers of ethnic minority languages ​​in general and continuing education institutions and lecturers of ethnic minority languages ​​in higher education institutions; supplement the regulation on job responsibility allowance for teachers assigned to concurrently work as student counselors.

Regarding mobility allowances, the draft decree adds cases eligible for mobility allowances, including teachers on secondment, inter-school teaching, and teachers who must move to teach at different schools or branches.

According to According to the Ministry of Education and Training, this regulation aims to overcome shortcomings such as teachers being sent to teach on secondment, inter-school teaching or being transferred to other educational institutions; teachers having to move between schools within an educational institution to teach but not receiving mobility allowance for the days they have to move.

The draft decree stipulates that in the case of transferring teachers between educational institutions where the allowance levels applied at the sending educational institution are higher than the receiving educational institution, the teacher is allowed to retain the allowance regimes enjoyed before the transfer or secondment for a maximum period of 36 months according to the time of transfer or secondment. After that period, the allowance regime will be considered to be rearranged to suit the job and working area.

The draft decree also supplements the payment principles for implementing the allowance regime for teachers working at educational institutions with many levels of education or training, educational institutions with many schools or branches.

The title of professor is applied to the senior expert salary scale.

The draft decree stipulates that teachers appointed to the title of professor are subject to the senior expert salary scale. Accordingly, the salary scale includes 3 levels: 8.8 - 9.4 - 10.0.

According to According to the Ministry of Education and Training, professor is currently the highest title, demonstrating the capacity, scientific prestige and the role of leading the profession, exploring and creating new knowledge for the field assigned to the professor title . Therefore, although it does not affirm that the professor is a senior expert, the application of the senior expert salary scale for professors is appropriate to the position and role of the professor in the development of the field assigned to the professor title.
