Tay Ninh: Support for upgrading and replacing fishing vessel monitoring equipment

On November 14, at the 5th session (special session in 2025), the People's Council of Tay Ninh province, term X, term 2021 - 2026, passed a Resolution on support policy for fishermen to upgrade and replace equipment to monitor fishing vessels in the province.

The Resolution was issued to implement the Prime Minister 's direction in Official Dispatch No. 198/CD-TTg dated October 17, 2025 on focusing on implementing the peak month against illegal, unreported, and unregulated (IUU) fishing and sustainable development of Vietnam's fisheries industry; and Decision No. 2310/QD-TTg dated October 17, 2025 promulgating the Action Plan for the peak month against IUU fishing and sustainable development of the fisheries industry.

Through review, the whole province currently has 52 fishing vessels subject to mandatory installation of voyage monitoring equipment (VMS) according to regulations, operating in Vietnam's waters. Of these, 7 vessels have not installed VMS because they are on shore, not operating in fishing activities; 45 vessels have installed VMS but need to be upgraded or replaced to meet regulations. In addition, there are 9 offshore vessels that have transferred quotas from other provinces (Dong Thap, Ca Mau ) to Tay Ninh and are completing procedures to register fishing vessels. It is expected that the total number of offshore vessels subject to mandatory upgrading and replacement of voyage monitoring equipment is 61.

The Resolution aims to ensure that all fishing vessels registered in the province are equipped with voyage monitoring equipment, ensuring continuous connection to serve fishing vessel management, combat illegal, unreported and unregulated (IUU) fishing and sustainable development of Vietnam's fisheries industry.

According to the Resolution, the beneficiaries are fishermen with fishing vessels registered in Tay Ninh province, with a maximum length of 15 meters or more, operating in Vietnam's waters. Each fishing vessel is only supported once for the cost of upgrading, replacing or installing new voyage monitoring equipment.

The Resolution also clearly stipulates cases that are not eligible for support, including: fishing vessels violating the demarcation line (boundary) between the waters of the Socialist Republic of Vietnam and countries in the region; not maintaining or disabling voyage monitoring equipment as prescribed (except in cases of force majeure); fishing vessels registered in Tay Ninh province after November 14, 2025; fishing vessels that have enjoyed policies to upgrade, replace, and install new voyage monitoring equipment in other provinces and cities.

Regarding the level of support, Tay Ninh province will support 100% of the cost of upgrading fishing vessel monitoring equipment for vessels that have installed monitoring equipment but do not meet the requirements and the equipment can be upgraded to meet the requirements according to regulations. The support level does not exceed 6.8 million VND/device/vessel.

The province also supports 100% of the cost of replacing equipment for fishing vessels that have installed voyage monitoring equipment, but that equipment cannot be upgraded; installing new voyage monitoring equipment for fishing vessels that have not yet installed the equipment. The support level does not exceed 23.5 million VND/device/vessel. The cost of maintaining and using the equipment is paid by the fishermen who own the fishing vessels.

To be supported, fishermen with fishing vessels must fully meet the following conditions: the fishing vessel must have a valid Fishing License according to the provisions of law; the fishing vessel must fly the National Flag of the Socialist Republic of Vietnam, have a fishing vessel registration number, mark the fishing vessel according to the sea area, mark the fishing gear being used at the fishing ground according to regulations; the journey monitoring equipment installed on the fishing vessel must meet the requirements in Appendix VII issued with Decree No. 37/2024/ND-CP dated April 4, 2024 of the Government amending and supplementing a number of articles of Decree No. 26/2019/ND-CP and related documents.

The policy is applicable from November 14, 2025 to December 31, 2026, with funding from the provincial budget.

At the meeting, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the People's Council of Tay Ninh province Nguyen Manh Hung requested the Provincial People's Committee, branches and levels to urgently implement the Resolution, ensuring progress and bringing about the highest efficiency.
