Thai Nguyen launches pilot program to support business households in digital transformation

On November 28, in Thai Nguyen city, the Ministry of Industry and Trade (Department of E-commerce and Digital Economy) coordinated with the Ministry of Science and Technology, the People's Committee of Thai Nguyen province, digital technology enterprises and banks to organize a Conference on Deploying the Pilot Plan to support stores and wholesale and retail businesses in digital transformation in Thai Nguyen province.

This is the opening event for a large-scale digital transformation support program, targeting nearly 20,000 business households across the province, in the context of constantly changing tax management, business administration and market trends. Choosing Thai Nguyen as a pilot locality is considered an important step, contributing to creating a foundation before replicating the model nationwide.

Overview of the Conference

Attending the Conference were Permanent Deputy Minister of Science and Technology Vu Hai Quan; Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Thai Nguyen Province Vuong Quoc Tuan; Deputy Director of the Department of E-commerce and Digital Economy Hoang Ninh, together with leaders of the Department of Science and Technology, the Tax Department of Thai Nguyen Province and representatives of VNPT, Viettel, MISA, Bkav, Sapo, VTC, BIDV. The event also gathered about 500 business households and many digital technology enterprises, banks, and professional agencies.

Thai Nguyen determined to promote digital transformation of business households

Speaking at the opening of the Conference, Chairman of Thai Nguyen Provincial People's Committee Vuong Quoc Tuan emphasized that the province is prioritizing the building of a dynamic digital economy , in which the household business sector plays a particularly important role.

According to Mr. Tuan, changes in management methods, data transparency requirements and market shifts are creating both new opportunities and challenges. Therefore, the pilot implementation is not only meant to provide technical support, but also to help businesses access more modern management methods, form the habit of digitizing production and business activities, thereby improving operational efficiency and competitiveness.

The Chairman of the People's Committee of Thai Nguyen province said that the province will closely coordinate with ministries, branches and technology enterprises to ensure the program is put into practice, creating conditions for business households to experience suitable, easy-to-use digital solutions that can be applied immediately.

The "tripartite action" model

At the Conference, Mr. Hoang Ninh, Deputy Director of the Department of E-commerce and Digital Economy, Ministry of Industry and Trade, emphasized the need for innovation in the wholesale and retail sector. Mr. Hoang Ninh commented that Thai Nguyen is a locality with a diverse retail economy, a dynamic business community and a rapidly developing e-commerce ecosystem, from traditional markets, commercial streets to tea villages and processed agricultural products. This is the reason why the province was chosen as the starting point for the digital transformation support model for the wholesale and retail sector.

From that reality, Mr. Ninh believes that digital transformation is no longer an option but has become a mandatory requirement, especially when from January 1, 2026, tax management based on actual revenue and electronic invoices will be applied uniformly nationwide. The pilot program in Thai Nguyen therefore acts as a "bridge", helping business households adapt early, digitize daily work in a simple, economical and effective way.

Mr. Ninh introduced the “three-party action” model, including the State guiding, technology enterprises - banks providing digital solutions and business households as the center of direct application. This model helps digital transformation tools come into practice, is guided on-site, easy to use and can measure results immediately through sales management, electronic invoices, digital payments and business data.

For Thai Nguyen, the Department of E-commerce and Digital Economy will closely coordinate with departments and branches in the province to implement for each group of different business households, avoiding dispersion and adapting to local characteristics. The focus includes: supporting households in markets and streets to apply sales software and cash registers; providing direct practice instructions at the point of sale; promoting the role of community digital technology teams; and expanding modern sales channels through e-commerce platforms, social networks and community livestream programs.

Mr. Ninh also assessed that Thai Nguyen has the potential to become a “bright spot for digital exports” thanks to its advantages in tea and processed agricultural products. After the recent cross-border e-commerce cooperation agreement between the Department of E-commerce and Digital Economy and Shopee, the province will be able to select a group of key products to standardize their profiles and bring them to international sales channels.

Mr. Ninh affirmed that the goal of the program is to bring real value to businesses and business households: more convenient sales, more transparent management, increased revenue and gradually deeper participation in the digital market.

Synchronizing policies and resources for piloting digital transformation of business households

In terms of policy, the Thai Nguyen Provincial Tax Department presented a roadmap for changing tax calculation methods, showing the urgent need for transformation. Accordingly, from January 1, 2026, the lump-sum tax method will end, replaced by declaration based on actual revenue. The report emphasized the mandatory requirements for electronic invoices, transaction management and transparent declaration; at the same time, it affirmed that the pilot program is a "bridge" to help business households adapt promptly, reduce risks and ensure compliance with the law.

In parallel with the policy orientation, the technology and banking enterprises participating in the program have made many specific commitments. At the Conference, VNPT, Viettel, MISA, Bkav, Sapo, VTC and BIDV introduced practical support packages such as 6 months of free sales management software, 5,000 free initial electronic invoices, 6 months of free digital signatures, and committed to providing technical support throughout the conversion process. BIDV Bank will also participate in opening accounts, guiding electronic payments and digital invoices, contributing to promoting cashless payments and making business operations transparent.

One of the important highlights of the Conference was the signing ceremony between central and local agencies and digital technology enterprises to officially issue a Plan for coordination in pilot implementation in Thai Nguyen province. Representatives of central agencies and leaders of the Ministry of Science and Technology signed the Plan for coordination in implementing digital transformation in the wholesale and retail sectors with leaders of Thai Nguyen Provincial People's Committee, affirming their commitment to accompany throughout the implementation process. Next, the Conference signed a four-party cooperation agreement between the Department of E-commerce and Digital Economy (Ministry of Industry and Trade), the Department of Digital Economy and Digital Society (Ministry of Science and Technology), the Department of Science and Technology of Thai Nguyen province and accompanying digital technology enterprises and banks. The signed documents are an important basis for unifying the coordination mechanism, clearly assigning responsibilities and mobilizing resources, ensuring that the Pilot Program is implemented synchronously, effectively and on schedule.

After the Conference, implementation activities will take place synchronously in localities of the province. According to the plan, by the end of June 2026, Thai Nguyen will complete the survey, assess the level of digital transformation of business households, organize more than 180 seminars and digital skills training courses, and select and honor typical models to spread in the community.

Speaking at the conference, Permanent Deputy Minister of Science and Technology Vu Hai Quan highly appreciated the close coordination between the Ministry of Industry and Trade, the Ministry of Science and Technology, local authorities and enterprises. The Deputy Minister emphasized that supporting digital transformation for the household business sector – a large force in traditional commerce – will contribute significantly to building a comprehensive digital economy and enhancing national competitiveness.

With the strong commitment of the Government, the companionship of businesses and the serious preparation of Thai Nguyen province, the Pilot Plan to support the digital transformation of business households is expected to create a breakthrough, helping digital transformation penetrate deeply into the wholesale and retail sectors; thereby creating a solid foundation for replicating the model nationwide.
