The data shows a clear differentiation between types of enterprises and manufacturing sectors. Of which, the foreign-invested enterprise sector recorded the deepest decline, 6.28%, due to direct impacts on production and business cycles.
Personnel adjustments at some large-scale units, especially in the processing and manufacturing industry, are the cause affecting the entire industry. State-owned enterprises also reduced their workforce by 2.37% compared to the same period.
On the contrary, the non-state enterprise sector maintained a growth rate of 3.55%, becoming a bright spot in the labor market in 2025. Some industries recorded positive signals such as mining increasing by 1.26%, water supply and wastewater treatment increasing by 2.19%...
By industry, the processing and manufacturing industry - the largest employer - decreased by 3.36%. This was an important factor causing the total number of employees in the industry to decrease in 11 months.
Experts say the industrial labor picture in 2025 reflects a cyclical adjustment of the FDI production model. However, the growth momentum from non-state enterprises and essential infrastructure sectors is expected to contribute to creating a more stable labor market in 2026.
