
Attending the program were representatives of the Ministry of Science and Technology, the Ministry of Industry and Trade , Thai Nguyen province, departments, branches and sectors; digital technology enterprises, banks and nearly 500 business households in the province.
According to Permanent Deputy Minister of Science and Technology Vu Hai Quan, for the digital economy to truly permeate life and enter the basic blood vessels of the economy, the decisive factor is the effective application of digital technology by millions of stores and business households. For Thai Nguyen province, in 2024, the province was assessed to rank 8th out of 34 provinces and cities in terms of digital transformation; the ranking of the index set for serving people and businesses in performing administrative procedures and providing public services is always in the top group nationwide. In particular, most business households and businesses have begun to apply electronic invoices... which is a good premise for piloting the plan before expanding it nationwide.
The Permanent Deputy Minister of Science and Technology suggested that in order for the pilot plan in Thai Nguyen to be feasible and effective, there needs to be a practical, synchronous, and easy way of doing things. Digital transformation must help stores and businesses sell more products, manage cash flow better, comply with business laws better, especially the synchronous coordination between three parties: the State creates and leads - Digital technology enterprises support - Business households actively transform. The technology put into use must be easy to understand and use.
For digital technology enterprises and banks, the Deputy Minister suggested considering this not only as an opportunity for product development but also as a social responsibility and long-term investment opportunity. The leaders of Thai Nguyen province and departments and branches need to actively promote and disseminate the plan, mobilize stores and business households to participate, and coordinate with digital technology enterprises and banks to survey, consult, and support digital transformation.
The pilot plan to support stores and wholesale and retail businesses in digital transformation in the province is based on effective coordination between three parties: the State - technology - retailers; activities focus on three key areas: supporting business households to use digital platforms and cashless payments; training in practical digital skills; and building digital data.

The program aims to mobilize excellent digital platforms to participate, providing practical incentive policies for people to enthusiastically use. The goal is to have 100% of businesses, stores, and retail households access, survey, and evaluate the level of digital transformation; build a national database on digital transformation in the retail sector, contributing to helping the Government and localities issue practical policies.
In Thai Nguyen alone, by the end of June 2026, the program aims to support nearly 20,000 households, stores, and businesses to be surveyed, consulted, and supported in using digital platforms to improve productivity, optimize management, expand markets, and increase revenue; at the same time, organize more than 180 seminars, digital skills training classes, and honor typical models, contributing to making Thai Nguyen a bright spot in digital transformation in the Northern region.
At the program, a signing ceremony took place between the Ministry of Science and Technology and Thai Nguyen province on the Plan for coordination in piloting support for stores and wholesale and retail businesses to convert to digital in the province; Signing a cooperation agreement between the Ministry of Science and Technology with the Ministry of Industry and Trade, Thai Nguyen Provincial People's Committee and digital technology enterprises and banks accompanying the program.
