After the merger, the organizational structure changed a lot, and the construction and integration of documents for the commune-level party congresses encountered many difficulties. However, Hieu Phung, Hieu Thanh and Trung Hiep communes have built basic documents that meet the requirements.
Reviewing the documents of the Party Congresses of the communes, Comrade Nguyen Minh Dung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council requested the localities to continue reviewing the personnel situation, consolidating and perfecting the apparatus before the congress. At the same time, focusing on directing strongly, by July 21, the documents must be completed to prepare well for the congress.

Set targets that closely follow the province's orientation
Formed on the basis of merging the entire natural area and population of Hieu Phung commune, Trung An commune, and Hieu Thuan commune into one administrative unit (AU), named Hieu Phung commune.
The locality has developed a political report (BCCT) with each topic clearly showing the context, advantages, difficulties, results of implementing the main targets and tasks in each field of the past term. At the same time, the general assessment of achievements, limitations and causes, lessons learned clearly shows the characteristics, conditions, strengths and limitations of the locality. The commune also clearly identifies the advantages, difficulties, directions, goals and targets for the next term.
In general, the main indicators of Hieu Phung commune are in line with the province's orientation. However, there are still some economic indicators that are low and need to be raised. The breakthroughs focus on building advanced new rural areas and developing agricultural production, which are still too general. The working group suggested that Hieu Phung commune should study more specifically the two proposed breakthroughs, highlighting the potential, strengths or breakthroughs to resolve local bottlenecks.
Trung Hiep Commune is a newly formed administrative unit after the merger of 3 communes: Trung Hiep, Trung Chanh and Tan An Luong. The commune's Party Committee has set 19 main targets, following the province's orientation, setting appropriate targets, promoting the locality's strengths. The working group commented: The commune's target of 99% of the population participating in health insurance by 2030 is commendable (the province set 97%). However, some targets are low and need to be raised accordingly.
In the new term, Trung Hiep commune has proposed two breakthroughs: Promoting the shift in production structure, applying science and technology, building synchronous infrastructure and developing trade and services. Building a clean, strong, professional political system, meeting the requirements of digital transformation (DTS) and administrative reform (AR).
The commune explained the objectives and contents to be implemented in each breakthrough stage. However, the working group said that: Breakthrough stage 1 has too many elements, proposing many large contents. It is recommended to consider and study to make it feasible. Besides, Breakthrough stage 2 is not reasonable.
Specifically, building a clean, strong, and professional political system is a huge task, covering the building of the Party, the government, the Fatherland Front, and organizations. Industrialization and administrative reform are methods, measures, and requirements, not goals. The ultimate goal of industrialization and administrative reform is to improve the efficiency of the political system, develop society, and serve the people well.
Strive, try harder
Hieu Thanh commune was established on the basis of merging the entire natural area and population of Hieu Nhon commune, Hieu Thanh commune and Hieu Nghia commune. The commune has built a draft report with clear topics, focusing on the core issues, and evaluating quite comprehensively in each field.
The commune chose two breakthroughs: "Improving the quality of human resources to meet the requirements of digital transformation, digital government, digital economy, and digital society. Focusing on mobilizing all resources, determined to build Hieu Thanh commune to meet the standards of a model new-style rural commune". However, the two breakthroughs focusing on "human resources" and "mobilizing all resources" are still general, not demonstrating the internal strength and unique strengths of the locality.
According to the working group, the introduction of the report needs to include the characteristics of the situation of Hieu Thanh commune when merging. It is necessary to invest more in the report in each task content in the direction of assessing the problem, not just listing the work. Add more solutions on science and technology development, digital transformation. At the end of the report, it is necessary to summarize the entire content of the report and express the determination to successfully implement it in the new term.
Through studying the draft documents of the communes, Mr. Tran Chanh Thanh - Deputy Head of the General Statistics Office said that in the conditions of establishing new communes, the synthesis of data to calculate the indicators of the previous term is not yet complete. Communes need to determine the potential, advantages, and resources of the locality to make a more complete assessment, especially in the economic field; at the same time, build goals for the new term.
To build the resolution targets for the 2025-2030 term, communes need to determine the starting point, on that basis, they will determine the appropriate direction, and build the resolution for the term close to the practical situation. The construction of targets needs to be consistent, for example, between the income target and the model NTM standard.
Ms. Nguyen Thi Minh Trang - Standing Member of the Provincial Party Committee, Head of the Provincial Party Committee's Propaganda and Mass Mobilization Commission noted that in the new term, the commune needs to set goals for building advanced new rural areas and model new rural areas that are appropriate and feasible. Along with that, the communes need to pay attention to creating breakthroughs in rural infrastructure development, not only in terms of transportation, but also focusing on internal irrigation, promoting the development of ecological agriculture, high-tech agriculture associated with increasing the value of agricultural products, aiming at developing experiential tourism.

Recognizing and appreciating the efforts, determination and resoluteness of the communes in preparing and drafting documents, comrade Nguyen Minh Dung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council commented: In a time of many difficulties, the communes have both directed the smooth operation of the apparatus and carried out local tasks. At the same time, the communes have spent a lot of time directing the drafting of documents. Up to this point, although there are still points that need to be further improved, they have basically met the requirements.
Along with maximizing the contributions of the members of the group, the communes need to set targets scientifically, meet practical requirements and strive. It is necessary to review the layout, targets and contents that need to be evaluated and rearrange them appropriately, especially in terms of topics, mottos, and breakthroughs in each field.
