Appraisal and recognition of 29 communes meeting the Advanced New Rural Standards Phase 3 and Model New Rural Standards Phase 2, 2023

(Haiphong.gov.vn) – On the afternoon of December 21, Vice Chairman of the City People's Committee Nguyen Duc Tho, Chairman of the Council for Appraisal, Review and Recognition of Communes Meeting Advanced New Rural Standards and Model New Rural Standards of Hai Phong City chaired the Meeting to review and recognize communes meeting Advanced New Rural Standards (Phase 3), communes meeting Model New Rural Standards in 2023 (Phase 2).

Attending the Conference were representatives of leaders of Departments, branches and sectors who are members of the Appraisal Council, along with relevant localities.

According to the report of the Department of Agriculture and Rural Development, the Department has recently received submissions and documents requesting consideration and recognition from 44 communes (of which, 26 communes requested consideration and recognition of meeting advanced new rural standards, including: 05 communes of Cat Hai district, 04 communes of Kien Thuy district, 10 communes of Thuy Nguyen district, 03 communes of An Lao district, 04 communes of An Duong district and 18 communes requested recognition of communes meeting model new rural standards, including: 08 communes of Thuy Nguyen district, 03 communes of Kien Thuy district, 03 communes of An Lao district, 04 communes of An Duong district) ensuring compliance with the provisions of Decision No. 18/2022/QD-TTg dated August 2, 2022 of the Prime Minister.

The Department has sent documents to the Departments and branches requesting assessment and appraisal of assigned indicators and criteria; organizing a delegation to assess the level of achievement of criteria in localities. Up to now, 29 communes in 4 districts including: Thuy Nguyen, Kien Thuy, An Lao, Cat Hai (15 communes proposed to be considered for recognition of Advanced New Rural Standards, 14 communes proposed to be considered for recognition of Model New Rural Standards) have had sufficient assessment reports from the Departments and branches and ensured to meet the indicators and criteria according to the Set of New Rural Standards at the commune level for the period 2021-2025.

At the meeting, delegates focused on discussing and evaluating the recognition of the above 29 communes. On that basis, the Conference organized a vote to recognize 15 advanced NTM communes and 14 model NTM communes with 100% of the votes. Thus, up to now, the city has a total of 75 advanced NTM communes and 47 model NTM communes.

Speaking at the Conference, Vice Chairman of the City People's Committee Nguyen Duc Tho requested that for the remaining 15 communes in 2023 that do not have enough appraisal documents from the Departments and branches and have assessment criteria that have not been met this time, any Department or branch that has not yet had documents appraising the criteria and indicators for the communes must urgently complete and send the appraisal results to the Department of Agriculture and Rural Development for synthesis. The Vice Chairman requested the People's Committees of An Lao, Kien Thuy, An Duong and Cat Hai districts to promptly and proactively contact the Departments and branches to explain and supplement information and documents according to the instructions so that the appraisal of the criteria and indicators is completed on schedule and with the set quality. Vice Chairman of the City People's Committee Nguyen Duc Tho emphasized the direction that before February 2, 2024, a vote will be held for these communes. If any locality does not meet the criteria, the City's New Rural Development Coordination Office should have a written report explaining specifically to the city.
