Accordingly, in the second phase, 17 communes were considered for recognition of meeting advanced NTM standards, including the communes of Hoi Ninh, Kim Chinh, Tan Thanh, Kim Dong (Kim Son district); Gia Phu, Gia Vuong, Gia Minh, Gia Tran, Gia Hoa (Gia Vien district); Lac Van, Gia Tuong, Van Phuong (Nho Quan district); Yen Thai, Yen Nhan (Yen Mo district); Ninh Hoa (Hoa Lu district); Ninh Tien ( Ninh Binh city) and Yen Son (Tam Diep city).
The communes considered for recognition as meeting the model NTM standards include: Ninh An commune (Hoa Lu district) and Gia Thanh commune (Gia Vien district) meeting the model NTM standards in the field of Education ; Yen Lam commune (Yen Mo) meeting the model NTM standards in other production fields including: trade, services, small-scale industry, craft villages, and occupations.
In general, the communes considered for recognition this time have outstanding movements in building new rural areas, all have favorable conditions to strive to achieve advanced new rural standards and model new rural areas. In addition, some communes still have difficulties in investment resources and payment for basic construction volumes such as Kim Dong commune; some communes are subject to the arrangement of commune-level administrative units in the period 2023-2025 such as Hoi Ninh, Tan Thanh, Lac Van, Gia Thanh, Gia Tran, Gia Phu, Gia Vuong, Gia Minh. However, with the urgent and drastic participation of the Party Committee and the authorities of the communes with high political determination, creative and effective ways of working, and the strong response and participation of the people, up to now, all communes have overcome difficulties and completed the set goals and plans.
In particular, in recent years, communes have shifted their agricultural production structure towards commodities associated with value chain linkages, stepped up promotion, advertising, product consumption, applied product traceability, and gradually brought products to market through e-commerce channels.
In the communes, some effective production models have appeared such as: high-quality rice production model using organic methods and applying mechanization in land preparation, harvesting, care and production and consumption linkage in the communes of Hoi Ninh, Kim Chinh, Tan Thanh, Ninh Hoa, Gia Phu, Gia Tran, Gia Hoa, Van Phuong, Gia Tuong, Lac Van; white-leg shrimp and loach farming model in Kim Dong commune; model of converting ineffective rice growing area to vegetable growing (Lac Van), intensive fish farming in ponds (Yen Nhan, Yen Thai, Yen Lam); medicinal plant growing model in Yen Son, Ninh Tien communes, ornamental peach growing model (Hoi Ninh), bougainvillea growing (Ninh An),...
Most communes have mechanisms to encourage and attract investment, promote the development of industry, handicrafts, services, and trade, creating favorable conditions for enterprises to invest in production and business, especially in industrial clusters (Gia Phu, Gia Tran, Yen Lam), handicraft industries and production enterprises in the communes have attracted many workers, with good income, averaging from 6 to 10 million VND/person/month such as: garment (Yen Lam), sedge and duckweed weaving (Yen Lam, Kim Chinh, Tan Thanh), traditional wine production (Tan Thanh, Yen Son), handmade conical hat production (Gia Vuong),...
Trade and services have developed quite strongly with many diverse business types maintained and developed stably, attracting many workers to participate, contributing to job creation, labor restructuring, promoting socio-economic development, and increasing income for local people. 20/20 communes have OCOP products, products equivalent to OCOP.
Vocational training and career guidance are always of interest to localities to improve skills, create more jobs for local workers, contribute to increasing income and reducing poverty for local people.
Regarding the order, procedures, and documents for the request for recognition of communes meeting advanced NTM standards and model NTM standards in 2023, all communes up to this point have been fully ensured according to regulations. People's satisfaction with the results of building advanced NTM and model NTM in the communes has reached over 94%.
At the time of appraisal, the communes still had basic construction volume that had been accepted and not yet paid, specifically 16/17 communes had feasible payment plans from the provincial and district budgets and land use rights auction sources. Kim Dong commune and Kim Son district People's Committee will report to the Standing Committee of the District Party Committee, proposing solutions and plans to balance resources to pay off basic construction debts.
After review and discussion, members of the Provincial Appraisal Council voted to recognize communes meeting advanced NTM standards and model NTM standards in the second phase, 2023.
As a result, the members of the Appraisal Council unanimously voted to recognize 3 communes meeting model NTM standards and 17 communes meeting advanced NTM standards.

Concluding the conference, comrade Tran Song Tung, member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee, Chairman of the Provincial Appraisal Council congratulated, acknowledged and highly appreciated the achievements of the communes in building advanced and exemplary new rural areas.
At the same time, it is recommended that communes continue to pay attention to maintaining and improving the quality of indicators and criteria. The provincial Office of New Rural Development Coordination completes documents and records to submit to the Chairman of the Provincial People's Committee to sign the recognition decision for the communes.
