At the meeting, delegates reviewed the historical milestone of December 2, 1975 - the time when the Lao National People's Congress decided to establish the Lao People's Democratic Republic. This was a great victory of the Lao revolution, opening an era of peace , independence, democracy, unity and prosperity for the neighboring country.
Together with President Ho Chi Minh , President Kaysone Phomvihane laid a solid foundation for the Vietnam - Laos relationship, building a special, loyal, and pure solidarity - becoming a model in international relations.
Over the past time, Vietnam and Laos have made continuous efforts to strengthen cooperation, achieving many outstanding results in the fields of foreign affairs, national defense, security, economy, education, science - technology and culture. These achievements have made important contributions to the revolutionary cause, protecting territorial sovereignty, socio-economic development and enhancing the international position of each country.

Implementing the decision of the Minister of National Defense since 1961, the Army Academy was assigned the task of training and supplementing mid- and high-ranking officers for the Lao People's Revolutionary Army and the Royal Cambodian Army, serving as the core in building the armed forces of the two countries. At the same time, the Academy also supported its friends in opening schools to train commanding officers.
Over the years, hundreds of Lao People's Revolutionary Army students have graduated from the Army Academy. In recognition of these contributions, the Lao People's Democratic Republic has awarded the Academy the Second Class Order of Issala.

Currently, the revolutionary mission of the two armies of Vietnam and Laos continues to develop, posing increasingly high requirements. In his congratulatory speech at the meeting, Major General Nguyen Thanh Phong requested that the Lao People's Army students studying at the Army Academy clearly identify their sense of responsibility, strictly comply with Vietnamese law and the rules and regulations of the Academy; at the same time, actively, proactively and voluntarily study, research, master the system of scientific knowledge, skills and experience to apply creatively, in accordance with the practical conditions of their country.
The Major General also emphasized the need to practice methods and leadership, management and command styles to meet the task of building the Lao People's Army in the new period; thereby contributing to maintaining peace, cooperation and friendship on the Indochina peninsula and constantly fostering the solidarity, friendship and comprehensive cooperation between the Party, State, People and Army of Vietnam and Laos.
Major General Nguyen Thanh Phong affirmed that the Party Committee, Board of Directors, and all officers, lecturers, students, staff, and soldiers of the Army Academy will always make every effort, regularly care for, and create the most favorable conditions for Lao People's Army students to study, train, and mature.
