Reviewing draft resolutions on agriculture and environment

A number of policies to support agricultural development and environmental protection were considered and presented at the 31st session of the 16th Hai Phong City People's Council.

On the afternoon of November 11, comrade Pham Van Khanh, Head of the Urban Committee of the City People's Council chaired a meeting with the Department of Agriculture and Environment to review the draft resolution submitted to the 31st session (special session) of the 16th City People's Council.

Comrade Nguyen Khac Toan, Vice Chairman of the City People's Council attended the meeting.

There are 3 draft resolution dossiers in the fields of agriculture and environment being examined.

Representatives of the Department of Agriculture and Environment reported the contents at the conference.

Examining the draft resolution documents regulating a number of levels of expenditure for environmental protection in the city and assigning specific tasks for environmental protection expenditure to budget levels, the Urban Committee of the City People's Council basically agreed on the proposed policy and objectives. The presiding sector needs to consider advising on appropriate expenditure levels in accordance with local practical conditions and ensure consistency with current legal regulations.

Examining the draft resolution on the level of support for overcoming animal diseases in the city, delegates proposed to consider adding some livestock to the list of supported animals, even though they are not currently raised in Hai Phong ; carefully balance the appropriate level of support; study the inclusion of small and medium-sized enterprises with livestock and aquaculture activities in the list of applicable subjects...

Deputy Head of the Urban Committee of the City People's Council Trinh Thuy Nga spoke at the conference.

Regarding the draft resolution stipulating the principles, scope, support levels and use of support funds for activities specified in Clause 2, Article 15 of Decree No. 112/2024/ND-CP dated September 11, 2024 of the Government (Decree detailing rice-growing land) in Hai Phong city, opinions at the conference basically agreed and highly appreciated the significance of issuing the resolution to support the protection of rice-growing land and encourage land accumulation in the city.

The presiding agency needs to supplement citations, administrative procedure records and implementation processes to facilitate implementation in practice...

Concluding the conference, Comrade Pham Van Khanh, Head of the Urban Committee of the City People's Council, requested the Department of Agriculture and Environment to preside over and advise the City People's Committee in developing contents to absorb comments and suggestions; continue to edit, supplement and perfect the content of draft resolutions to submit to the City People's Council for consideration and decision at the upcoming session.
