Referring to the rain situation and total rainfall, Ms. Tran Thi Chuc said that in the provinces and cities from Quang Tri to Da Nang , the east of Quang Ngai province to Dak Lak and Khanh Hoa, there is a possibility of widespread heavy rains (concentrated in the first half of December).
In December, total rainfall in the Northern regions, Thanh Hoa and northern Nghe An is generally from 10-25mm, 10-20mm lower than the average of many years; the area from southern Nghe An to northern Quang Tri is generally from 30-80mm, 30-50mm lower than the average of many years.
Provinces and cities from Southern Quang Tri to Da Nang, coastal provinces from Quang Ngai to Dak Lak and Northern Khanh Hoa have rain from 250-450mm, in some places over 550mm (commonly 15-40mm higher than the average of many years in the same period).
Total rainfall in the Central Highlands region is generally from 30-60mm, generally 5-15mm higher than the average of many years in the same period, with some places in the North being lower. Total rainfall in the Southern region is generally from 40-80mm, generally approximately the average of many years in the same period.
"There is still a possibility of dangerous weather phenomena such as thunderstorms, tornadoes, lightning, hail and strong gusts of wind across the country," Ms. Tran Thi Chuc noted.
Hydrometeorological experts warn that storms, tropical depressions and cold air cause strong winds, large waves at sea and affect the activities of ships. In particular, beware of heavy rain that can cause floods, inundation in low-lying areas and landslides in mountainous areas. Heavy rains, thunderstorms, tornadoes and lightning can negatively affect traffic, production and public health. In addition, beware of the possibility of severe cold spells with sharp drops in the lowest temperature, especially in the high mountainous areas in the North, which may be accompanied by frost and ice.
In the context of climate change, weather and climate are becoming more and more complex with many dangerous and extreme forms such as heavy rain in a short time, flash floods, landslides, etc. Therefore, the hydrometeorological agency recommends that authorities at all levels and people regularly update and integrate hydrometeorological forecast and warning information in short-term bulletins of 1-3 days, to promptly adjust production plans, appropriate response plans, especially appropriate reservoir operation plans, ensuring safety of works and downstream areas, along with ensuring safety for production activities and people's lives.
In November 2025, 3 storms and 1 tropical depression appeared in the East Sea, of which storm No. 13 (KALMAEGI) directly affected the mainland.
Also in the month, there were 3 cold spells. The Northern region experienced many rainy days with 3 large-scale rains (from October 31 to November 4, November 8 to 10 and from November 17 to 19). The area from Ha Tinh to Quang Ngai and the eastern part of Gia Lai - Dak Lak provinces experienced 3 large-scale heavy rains (from October 23 to November 3, November 6 to 7 and from November 16 to 20). During the heavy rains, many places recorded daily rainfall values exceeding the historical values of the same period.
