To be recognized as an advanced new rural district, each district must have at least one commune that meets the standards of a smart new rural area. Therefore, localities in Thanh Hoa province have selected and guided communes to implement the criteria for smart communes.
To date, the province has 3 communes that have met the criteria for Smart New Rural Development.
Van Son chose digital transformation as its outstanding criterion.
In 2022, after being recognized as a model new rural commune, the Party Committee, government, and people of Van Son commune, Trieu Son district, continued to implement solutions to apply information technology to the management, administration, and socio-economic development process, creating momentum for building a smart and sustainable new rural commune.
Accordingly, the commune has focused on promoting public awareness to gain people's consensus and support for the continued construction of a smart new rural commune; assigning tasks to mass organizations to implement the plan to gradually improve the e-government at the commune level, aiming for digital transformation, in order to support the management and operation of the local government, contribute to ensuring social welfare, apply science and technology, and mechanize production, develop high-tech agriculture , increase the value of agricultural products, and expand product and goods transactions on digital platforms. To date, Van Son has mobilized 1.1 billion VND to implement digital transformation. In the process of building a model new rural commune, Van Son has chosen digital transformation as a prominent criterion and selected Hamlet 8 to build a smart hamlet model.
Currently, 100% of households in the village use smartphones; over 90% have installed fiber optic internet and 3G/4G networks; all 206 households participate in village Zalo groups to interact and receive information from the village and commune quickly, accurately, and conveniently. A security camera system has been installed throughout the village, hamlets, and community centers. In addition, 87 security cameras have been installed in homes, contributing to ensuring security and order in the village. The village cultural center is equipped with a large-screen TV connected to high-speed Wi-Fi for online conferences, information retrieval, and learning about the economic development models of the villagers. In addition, the village also applies information technology to manage and regulate the on/off switching of public lighting systems and information and communication systems to the people, replacing the loudspeaker system and traditional written documents... Currently, over 72% of people of working age have the skills to use various types of online public services and essential digital services; 100% of houses in the village have address codes on the digital map platform... With these results, in 2023, Village 8 was recognized as a smart village.
To date, fiber optic broadband network infrastructure and 4G/5G mobile communication networks have covered 100% of households in Van Son commune; 100% of officials and civil servants have been granted accounts and regularly use official email accounts; leadership, management, and work processing are entirely conducted electronically. The entire commune administrative area is equipped with internet and Wi-Fi networks, enabling officials and civil servants to access information and process documents online; 100% of incoming and outgoing documents of the commune are processed online (except for confidential documents as regulated); 100% of administrative procedures at the Commune People's Committee are received, updated, managed, and processed through the electronic one-stop information system; 100% of main village roads, alleys, public places, crowded areas, and residential areas are equipped with security cameras and their images are connected to a centralized monitoring point at the commune police station.

In addition, the commune's authorities have applied digital platforms to support the government in communicating, interacting, and receiving opinions, feedback, and suggestions from citizens. In the development of the digital economy, 100% of businesses and households in the commune apply digital technology platforms in management, production, and business; over 61% of people of working age use electronic payment methods and e-wallets to purchase goods and pay for essential services such as electricity, water, tuition fees, and medical fees.
Thieu Trung: The rate of Wi-Fi usage among households has reached over 90%.
Upon arriving at Hamlet 4 – the first smart hamlet of the model new rural commune of Thieu Trung, Thieu Hoa district – besides the clean and beautiful rural landscape, everyone is impressed by the rapid spread of digitalization in the lives of the people here.
Accordingly, a security camera system has been installed throughout the village, from the main road to each household. The 50m2 village cultural center has been equipped with high-speed Wi-Fi for learning, information retrieval, and learning about business models. All information can be transmitted to residents via Zalo groups. Village officials monitor traffic and security through the camera system. To date, the Wi-Fi usage rate among households has reached over 90%.
It is known that right from the time Thieu Trung commune started implementing the construction of advanced new rural communes and model new villages, some residents have set an example by taking the lead in mobilizing their neighbors to donate land, open roads, and beautify the rural landscape in a synchronized, modern, and civilized manner.
Previously, when announcing events and meetings, officials in Tan Ngu 2 village, Dinh Long commune, Yen Dinh district often used loudspeakers or invitations. However, due to the scattered population in some areas, people did not receive information promptly. Now, with the Zalo application, local residents can receive information anytime, anywhere.
The Tan Ngu 2 village cultural center is also equipped with internet access, Wi-Fi, internet television, and video conferencing; over 80% of working-age residents have smartphones, tablets, and computers with internet access and 3G/4G networks. In addition, the village has a security camera system, and over 70% of households have installed security cameras at home.
Ha Son is strengthening communication with the people through Zalo groups.
According to the plan, Ha Son commune, Ha Trung district, has strived to achieve the goal of becoming a model new rural commune by the end of 2023. To achieve this goal, the commune selected Chi Phuc village to build a smart village, in accordance with the regulations that a model new rural commune must have at least one smart village model. Recognizing this as a good model, in line with the inevitable trend of the 4.0 era, contributing to improving the efficiency of the Party committee and government, ensuring political security and social order, strongly promoting the socio-economic development of the locality, and bringing many practical benefits to the people...
Ha Son commune immediately began implementation, while simultaneously intensifying propaganda and raising awareness and responsibility among the entire political system and the people. To date, Chi Phuc village has upgraded its network infrastructure, enhanced communication with residents through Zalo groups, installed security cameras, and a live streaming system at the village cultural center...
Thanks to the website and shared Zalo groups on mobile phones, all directives from the commune are quickly and accurately updated by the villages. The villages then inform the people through Zalo groups, public address systems, etc., so that the people can understand and implement them promptly.
Currently, most of the villages selected for smart village development in Thanh Hoa province have established websites on the Zalo social network platform, helping people quickly access new information accurately and conveniently. With the support of the commune, the villages have mobilized social resources to install free high-speed Wi-Fi systems and security cameras in public areas and main roads.
Furthermore, localities are also focusing on promoting and updating knowledge among the people about opening accounts and promoting electronic payment services. At the same time, they are concentrating on guiding and encouraging people to access digital technology platforms, promoting and selling goods on e-commerce platforms, especially OCOP products and local specialties.
The achievements made in the journey of building smart new rural communes will contribute positively to improving the quality of life for rural people, narrowing the gap between rural and urban areas, and building Thanh Hoa's rural areas into increasingly civilized and modern places.
