Pursuant to Resolution No. 281/NQ-CP dated September 15, 2025 of the Government promulgating the Government's Action Program to implement Resolution No. 71-NQ/TW dated August 22, 2025 of the Politburo on breakthrough in education and training development ( hereinafter referred to as Resolution No. 281/NQ-CP ); Action Program No. 03-CTr/TU dated November 4, 2025 of the Provincial Party Standing Committee to implement Resolution No. 71-NQ/TW dated August 22, 2025 of the Politburo (term XIII) "on breakthrough in education and training development" ( hereinafter referred to as Action Program No. 03-CTr/TU ), Thanh Hoa Provincial People's Committee promulgates the Plan to implement the Resolution of the Government and the Action Program of the Provincial Party Standing Committee.
Exploiting and promoting effectively potentials and advantages to create breakthroughs in education and training development.
The plan aims to thoroughly grasp and seriously and effectively implement Resolution No. 281/NQ-CP of the Government and Action Program No. 03-CTr/TU of the Provincial Party Committee Standing Committee, ensuring that the entire political system in the province fully and deeply understands the position, role and importance of education and training; enhance the role, responsibility, innovate thinking and actions of all levels, sectors, localities, agencies, units, enterprises and people in the cause of education and training.
Fully concretize the goals, tasks and solutions stated in Resolution No. 281/NQ-CP of the Government, Action Program No. 03-CTr/TU of the Provincial Party Standing Committee and leadership and direction documents of the Central Government and the Province on education and training development, ensuring consistency with the political tasks and actual situation of the province.
At the same time, exploit and promote effectively the potential and advantages of the province to create a breakthrough in resources, motivation and new space for education and training development; attract social resources for comprehensive modernization of the education system in the province; ensure fair and equal learning opportunities for everyone, meet social needs, promote lifelong learning of the people and build a learning society in the province.
By 2025, complete universal high school education and equivalent.
Target by 2030
Build a basic school network to meet the learning needs of students of all ages and regions; the rate of general schools meeting national standards is 88% or higher.
Complete universal preschool education for children aged 3 to 5 and compulsory education after completing lower secondary school; the rate of people of school age completing upper secondary school or equivalent reaches 85% or more; achieve initial results in improving technological capacity, artificial intelligence and English proficiency.
Building and training human resources, especially high-quality human resources, to meet the development goals by 2030, Thanh Hoa is among the leading provinces in the country; striving for 100% of universities and over 80% of vocational training institutions to meet national standards.
The proportion of people of the age group studying at post-secondary levels reaches over 50%; the proportion of workers with college or university degrees or higher reaches over 24%; the proportion of people studying basic sciences, engineering and technology reaches at least 35%.
Establish and develop the Center for Research, Startups and Innovation at Hong Duc University; the number of international scientific publications of the province increases by an average of 10%/year.
Target by 2035
The education and training system in the province continues to be modernized, with strong and steady progress in access, equity and quality. Complete universal high school education and equivalent; the rate of high schools meeting national standards reaches 89.5% or more. Improve the quality of training high-quality human resources, serve key economic sectors, promote the development of science, technology and innovation.
Vision to 2045
The national education system in the province is developed in a modern, equitable and high-quality manner; all people have the opportunity to learn for life, improve their qualifications, skills and develop their personal potential to the fullest. High-quality human resources, scientific and technological human resources become the core driving force for the province's development, contributing to building Thanh Hoa into a rich, beautiful, civilized and happy province.
To achieve the above goals, the Provincial People's Committee assigns specific tasks to each department, branch, unit and locality with specific results and completion time.
The budget for implementing the Plan is allocated from the budget (expenditure for education and training activities), socialized sources and other legally mobilized sources according to the provisions of law. Encourage public-private partnership models to mobilize resources for investment in building new educational facilities, purchasing equipment for teaching, learning and research.
